88 AN ACT
99 relating to the establishment of a career and technical education
1010 reporting grant program by the Texas Education Agency.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter F, Chapter 29, Education Code, is
1313 amended by adding Section 29.195 to read as follows:
1414 Sec. 29.195. CAREER AND TECHNICAL EDUCATION REPORTING GRANT
1515 PROGRAM. (a) From funds appropriated or otherwise available for
1616 the purpose, the agency shall establish and administer a career and
1717 technical education reporting grant program to award grants to
1818 school districts and open-enrollment charter schools to facilitate
1919 the collection, analysis, and reporting of career- and technical
2020 education-related data to enhance program effectiveness and
2121 student outcomes at the local and state levels.
2222 (b) The agency shall adopt rules to establish and administer
2323 the grant program under this section, including rules:
2424 (1) establishing application procedures and
2525 deadlines;
2626 (2) establishing grant eligibility criteria; and
2727 (3) prioritizing grant applications that demonstrate
2828 the potential for significant positive effects on:
2929 (A) career and technical education program
3030 outcomes; and
3131 (B) workforce readiness of students.
3232 (c) A school district or open-enrollment charter school may
3333 use a grant awarded under this section to:
3434 (1) implement strategies and procure software for
3535 collecting and analyzing career and technical education data,
3636 including:
3737 (A) tracking student engagement in experiences
3838 provided by career technical student organizations outside the
3939 classroom, including:
4040 (i) community service or other events;
4141 (ii) competitions; and
4242 (iii) awards;
4343 (B) tracking student hours worked, training
4444 plans, and teacher visits in work-based learning classes offered by
4545 the district or school;
4646 (C) tracking student results on industry-based
4747 certifications, including information regarding the applicable
4848 course and teacher and the cost for the certification;
4949 (D) identifying students who demonstrate
5050 college, career, or military readiness and tracking which
5151 performance measures the students meet in real time; and
5252 (E) maintaining information regarding enrollment
5353 in career and technical education courses and programs of study,
5454 disaggregated by:
5555 (i) race;
5656 (ii) ethnicity;
5757 (iii) gender; and
5858 (iv) special populations;
5959 (2) train district or school employees in the use of
6060 data analytics software; and
6161 (3) to the extent possible, improve the integration of
6262 career and technical education data with the Public Education
6363 Information Management System (PEIMS).
6464 SECTION 2. As soon as practicable after the effective date
6565 of this Act, the Texas Education Agency shall establish the career
6666 and technical education reporting grant program required by Section
6767 29.195, Education Code, as added by this Act.
6868 SECTION 3. This Act takes effect immediately if it receives
6969 a vote of two-thirds of all the members elected to each house, as
7070 provided by Section 39, Article III, Texas Constitution. If this
7171 Act does not receive the vote necessary for immediate effect, this
7272 Act takes effect September 1, 2025.
