| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter B, Chapter 228, Transportation Code, |
|---|
| 13 | 13 | | is amended by adding Section 228.060 to read as follows: |
|---|
| 14 | 14 | | Sec. 228.060. VETERAN DISCOUNT PROGRAM ON CERTAIN TOLL |
|---|
| 15 | 15 | | PROJECTS. (a) The department shall establish and implement a |
|---|
| 16 | 16 | | veteran discount program under Section 372.053 for electronic toll |
|---|
| 17 | 17 | | collection customers using State Highway 130. |
|---|
| 18 | 18 | | (b) The department shall use revenue received from tolls |
|---|
| 19 | 19 | | collected under the comprehensive development agreement entered |
|---|
| 20 | 20 | | into on or before March 22, 2007, for State Highway 130 from U.S. |
|---|
| 21 | 21 | | Highway 183 to Interstate Highway 10 (Segments 5 and 6) to fund the |
|---|
| 22 | 22 | | free or discounted use of State Highway 130 provided by the program |
|---|
| 23 | 23 | | described by Subsection (a). |
|---|
| 24 | 24 | | (c) In allocating revenue under Subsection (b), the |
|---|
| 25 | 25 | | department: |
|---|
| 26 | 26 | | (1) shall prioritize funding free or discounted toll |
|---|
| 27 | 27 | | project usage for electronic toll collection customers using the |
|---|
| 28 | 28 | | portion of State Highway 130 described by Subsection (b); and |
|---|
| 29 | 29 | | (2) may, after allocating revenue for the purpose |
|---|
| 30 | 30 | | described by Subdivision (1), use any remaining revenue to fund |
|---|
| 31 | 31 | | free or discounted toll project usages for electronic toll |
|---|
| 32 | 32 | | collection customers using portions of State Highway 130 not |
|---|
| 33 | 33 | | described by Subdivision (1). |
|---|
| 34 | 34 | | SECTION 2. This Act takes effect September 1, 2025. |
