77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to civics instruction in public schools, including certain
1010 instructional requirements, civics training programs, and the
1111 essential knowledge and skills for the public school foundation
1212 curriculum and social studies curriculum.
1313 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1414 SECTION 1. Sections 21.4555(b) and (c), Education Code, are
1515 amended to read as follows:
1616 (b) A civics training program developed under this section
1717 must include training in:
1818 (1) the essential knowledge and skills for the social
1919 studies curriculum related to civic knowledge adopted under Section
2020 28.002(h-2);
2121 (2) guided classroom discussion of current events in a
2222 way that prioritizes unity, understanding, and collaboration, as
2323 appropriate for the grade level and consistent with the
2424 restrictions under Section 28.0022;
2525 (3) strategies for incorporating instruction on civil
2626 discourse, as defined by commissioner rule, into classroom
2727 discussion of current events under Subdivision (2);
2828 (4) classroom simulations and models of governmental
2929 and democratic processes, including local governmental processes
3030 and structure, consistent with the requirements and restrictions of
3131 Sections 28.002(h-2) and 28.0022;
3232 (5) [(4)] media literacy, including instruction on
3333 verifying information and sources, identifying and responding to
3434 logical fallacies, identifying how journalism and governmental
3535 transparency can inform the public and promote civic engagement,
3636 and identifying propaganda, as appropriate for the grade level and
3737 consistent with the restrictions under Section 28.0022; [and]
3838 (6) [(5)] strategies for incorporating civics
3939 instruction into subject areas other than social studies; and
4040 (7) identifying optional, nonpartisan volunteer
4141 opportunities that are consistent with the requirements and
4242 restrictions of Section 28.0022 to encourage students to connect
4343 with their community through civic engagement.
4444 (c) The commissioner by rule shall establish:
4545 (1) the grade levels at which a teacher provides
4646 instruction to be eligible to participate in a civics training
4747 program. In making the determination, the commissioner shall
4848 include grade levels for which the State Board of Education makes
4949 significant revisions to the essential knowledge and skills for the
5050 social studies curriculum under Section 28.002(h-2); and
5151 (2) a list of approved volunteer opportunities that
5252 meet the requirements of Subsection (b)(7).
5353 SECTION 2. Sections 28.002(h-1) and (h-2), Education Code,
5454 are amended to read as follows:
5555 (h-1) In adopting the essential knowledge and skills for the
5656 foundation curriculum under Subsection (a)(1), the State Board of
5757 Education shall, as appropriate, adopt essential knowledge and
5858 skills that develop each student's civic knowledge, including an
5959 understanding of:
6060 (1) the fundamental moral, political, and
6161 intellectual foundations of the American experiment in
6262 self-government;
6363 (2) the history, qualities, traditions, and features
6464 of civic engagement in the United States;
6565 (3) the structure, function, and processes of
6666 government institutions at the federal, state, and local levels,
6767 including the division of powers between federal and state
6868 governments and the legislative process in this state; and
6969 (4) the founding documents of the United States,
7070 including:
7171 (A) the entirety of the Declaration of
7272 Independence;
7373 (B) the entirety of the United States
7474 Constitution;
7575 (C) the Federalist Papers, including the
7676 entirety of Essays 10 and 51;
7777 (D) excerpts from Alexis de Tocqueville's
7878 Democracy in America;
7979 (E) the transcript of the first Lincoln-Douglas
8080 debate;
8181 (F) the writings of the founding fathers of the
8282 United States;
8383 (G) the entirety of Frederick Douglass's
8484 speeches "The Meaning of July Fourth for the Negro" and "What the
8585 Black Man Wants"; and
8686 (H) the entirety of Martin Luther King Jr.'s
8787 speech "I Have a Dream."
8888 (h-2) In adopting the essential knowledge and skills for the
8989 social studies curriculum for each grade level from kindergarten
9090 through grade 12, the State Board of Education shall adopt
9191 essential knowledge and skills that develop each student's civic
9292 knowledge, including:
9393 (1) an understanding of:
9494 (A) the fundamental moral, political,
9595 entrepreneurial, and intellectual foundations of the American
9696 experiment in self-government;
9797 (B) the history, qualities, traditions, and
9898 features of civic engagement in the United States;
9999 (C) the structure, function, and processes of
100100 government institutions at the federal, state, and local levels,
101101 including division of powers between federal and state governments
102102 and the legislative process in this state; and
103103 (D) the founding documents of the United States;
104104 (2) the ability to:
105105 (A) analyze and determine the reliability of
106106 information sources;
107107 (B) formulate and articulate reasoned positions;
108108 (C) understand the manner in which local, state,
109109 and federal government works and operates through the use of
110110 simulations and models of governmental and democratic processes;
111111 (D) actively listen and engage in civil
112112 discourse, including discourse with those with different
113113 viewpoints; and
114114 (E) participate as a citizen in a constitutional
115115 democracy by voting; and
116116 (3) an appreciation of:
117117 (A) the importance and responsibility of
118118 participating in civic life;
119119 (B) a commitment to the United States and its
120120 form of government; and
121121 (C) a commitment to free speech and civil
122122 discourse.
123123 SECTION 3. This Act applies beginning with the 2025-2026
124124 school year.
125125 SECTION 4. This Act takes effect immediately if it receives
126126 a vote of two-thirds of all the members elected to each house, as
127127 provided by Section 39, Article III, Texas Constitution. If this
128128 Act does not receive the vote necessary for immediate effect, this
129129 Act takes effect September 1, 2025.
