10 | 10 | | service in the ERCOT power region of a communication plan for use |

11 | 11 | | during a weather emergency. |

12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

13 | 13 | | SECTION 1. Section 38.075, Utilities Code, is amended by |
---|
14 | 14 | | adding Subsection (c-1) to read as follows: |
---|
15 | 15 | | (c-1) The commission by rule shall require each electric |
---|
16 | 16 | | cooperative, municipally owned utility, and transmission and |
---|
17 | 17 | | distribution utility providing transmission service in the ERCOT |
---|
18 | 18 | | power region to develop a communication plan for use during a |
---|
19 | 19 | | weather emergency. The communication plan must: |
---|
20 | 20 | | (1) include the operation by the cooperative or |
---|
21 | 21 | | utility of a priority telephone hotline to allow only the following |
---|
22 | 22 | | types of customers to report and request information regarding a |
---|
23 | 23 | | power outage, including requesting an estimated time for |
---|
24 | 24 | | restoration of electric service: |
---|
25 | 25 | | (A) critical care residential customers, as |
---|
26 | 26 | | defined by Section 17.002; |
---|
27 | 27 | | (B) critical load industrial customers, as |
---|
28 | 28 | | defined by Section 17.002; |
---|
29 | 29 | | (C) facilities listed in Section 38.072(b); and |
---|
30 | 30 | | (D) customers designated as critical load |
---|
31 | 31 | | according to commission rules adopted under Section 38.076; and |
---|
32 | 32 | | (2) describe the methods the cooperative or utility |
---|
33 | 33 | | will use to inform customers described by Subdivision (1) about the |
---|
34 | 34 | | priority telephone hotline. |
---|
35 | 35 | | SECTION 2. This Act takes effect September 1, 2025. |
