7	7	A BILL TO BE ENTITLED
8	8	AN ACT
9	9	relating to the frequency of the notice provided to a retail
10	10	electric customer by certain electric utilities.
11	11	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12	12	SECTION 1. Section 17.003(d-1), Utilities Code, is amended
13	13	to read as follows:
14	14	(d-1) An electric utility providing electric delivery
15	15	service for a retail electric provider, as defined by Section
16	16	31.002, shall provide to the retail electric provider, and the
17	17	retail electric provider at least quarterly shall [periodically]
18	18	provide to the retail electric provider's retail customers together
19	19	with bills sent to the customers, information about:
20	20	(1) the electric utility's procedures for implementing
21	21	involuntary load shedding initiated by the independent
22	22	organization certified under Section 39.151 for the ERCOT power
23	23	region;
24	24	(2) the types of customers who may be considered
25	25	critical care residential customers, critical load industrial
26	26	customers, or critical load according to commission rules adopted
27	27	under Section 38.076;
28	28	(3) the procedure for a customer to apply to be
29	29	considered a critical care residential customer, a critical load
30	30	industrial customer, or critical load according to commission rules
31	31	adopted under Section 38.076; and
32	32	(4) reducing electricity use at times when involuntary
33	33	load shedding events may be implemented.
34	34	SECTION 2. Section 17.005(f), Utilities Code, is amended to
35	35	read as follows:
36	36	(f) A municipally owned utility at least quarterly shall
37	37	[periodically] provide with bills sent to retail customers of the
38	38	utility information about:
39	39	(1) the utility's procedure for implementing
40	40	involuntary load shedding;
41	41	(2) the types of customers who may be considered
42	42	critical care residential customers, critical load industrial
43	43	customers, or critical load according to commission rules adopted
44	44	under Section 38.076;
45	45	(3) the procedure for a customer to apply to be
46	46	considered a critical care residential customer, a critical load
47	47	industrial customer, or critical load according to commission rules
48	48	adopted under Section 38.076; and
49	49	(4) reducing electricity use at times when involuntary
50	50	load shedding events may be implemented.
51	51	SECTION 3. Section 17.006(f), Utilities Code, is amended to
52	52	read as follows:
53	53	(f) An electric cooperative at least quarterly shall
54	54	[periodically] provide with bills sent to retail customers of the
55	55	cooperative information about:
56	56	(1) the cooperative's procedure for implementing
57	57	involuntary load shedding;
58	58	(2) the types of customers who may be considered
59	59	critical care residential customers, critical load industrial
60	60	customers, or critical load according to commission rules adopted
61	61	under Section 38.076;
62	62	(3) the procedure for a customer to apply to be
63	63	considered a critical care residential customer, a critical load
64	64	industrial customer, or critical load according to commission rules
65	65	adopted under Section 38.076; and
66	66	(4) reducing electricity use at times when involuntary
67	67	load shedding events may be implemented.
68	68	SECTION 4. This Act takes effect September 1, 2025.
