| 12 | 12 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 13 | 13 | SECTION 1. Subchapter Z, Chapter 51, Education Code, is | |
| 14 | 14 | amended by adding Section 51.9247 to read as follows: | |
| 15 | 15 | Sec. 51.9247. LIMIT ON NUMBER OF ATHLETIC SCHOLARSHIPS | |
| 16 | 16 | AWARDED TO FOREIGN STUDENTS. (a) In this section, "institution of | |
| 17 | 17 | higher education" has the meaning assigned by Section 61.003. | |
| 18 | 18 | (b) For each intercollegiate athletic program, an | |
| 19 | 19 | institution of higher education may not award for an academic year | |
| 20 | 20 | to students who are citizens of a foreign country more than 25 | |
| 21 | 21 | percent of the athletic scholarships, grants, or similar financial | |
| 22 | 22 | assistance conditioned on the student's participation in the | |
| 23 | 23 | program that are available for the program for that academic year. | |
| 24 | 24 | SECTION 2. Section 51.9247, Education Code, as added by | |
| 25 | 25 | this Act, applies beginning with the 2026-2027 academic year. | |
| 26 | 26 | SECTION 3. This Act takes effect September 1, 2025. |
