611 A BILL TO BE ENTITLED
712 AN ACT
813 relating to prohibited sales to persons attempting to purchase all
914 or substantially all possible winning tickets in a lottery drawing.
1015 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1116 SECTION 1. Subchapter D, Chapter 466, Government Code, is
1217 amended by adding Section 466.1555 to read as follows:
1318 Sec. 466.1555. PROHIBITED SALES TO PERSONS ATTEMPTING TO
1419 PURCHASE ALL OR SUBSTANTIALLY ALL POSSIBLE WINNING LOTTERY TICKETS.
1520 (a) A sales agent may not knowingly sell or allow the sale of
1621 tickets for a lottery game involving a drawing to one or more
1722 persons attempting to purchase all or substantially all possible
1823 winning tickets for the drawing.
1924 (b) After a hearing, the commission shall revoke a license
2025 issued under this chapter to a sales agent who violates Subsection
2126 (a) for each of the sales agent's licensed locations.
2227 (c) A person whose license is revoked under Subsection (b)
2328 may not apply for a sales agent license under this chapter before
2429 the first anniversary of the license revocation date.
2530 SECTION 2. This Act takes effect September 1, 2025.
