| 10 | 15 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 16 | | SECTION 1. Subchapter D, Chapter 466, Government Code, is |

| 12 | 17 | | amended by adding Section 466.1555 to read as follows: |
|---|
| 13 | 18 | | Sec. 466.1555. PROHIBITED SALES TO PERSONS ATTEMPTING TO |
|---|
| 14 | 19 | | PURCHASE ALL OR SUBSTANTIALLY ALL POSSIBLE WINNING LOTTERY TICKETS. |

| 15 | 20 | | (a) A sales agent may not knowingly sell or allow the sale of |
|---|
| 16 | 21 | | tickets for a lottery game involving a drawing to one or more |
|---|
| 17 | 22 | | persons attempting to purchase all or substantially all possible |
|---|
| 18 | 23 | | winning tickets for the drawing. |
|---|
| 19 | 24 | | (b) After a hearing, the commission shall revoke a license |
|---|
| 20 | 25 | | issued under this chapter to a sales agent who violates Subsection |
|---|
| 21 | 26 | | (a) for each of the sales agent's licensed locations. |
|---|
| 22 | 27 | | (c) A person whose license is revoked under Subsection (b) |
|---|
| 23 | 28 | | may not apply for a sales agent license under this chapter before |
|---|
| 24 | 29 | | the first anniversary of the license revocation date. |
|---|
| 25 | 30 | | SECTION 2. This Act takes effect September 1, 2025. |
