| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 300.0155, Health and Safety Code, is |
|---|
| 13 | 13 | | amended to read as follows: |
|---|
| 14 | 14 | | Sec. 300.0155. EXPIRATION OF AUTHORITY. (a) Except as |
|---|
| 15 | 15 | | provided by Subsection (b), the [The] authority of a local |
|---|
| 16 | 16 | | government to administer and operate a program under this chapter |
|---|
| 17 | 17 | | expires on September 1 following the second anniversary of the date |
|---|
| 18 | 18 | | the governing body of the local government adopted the order or |
|---|
| 19 | 19 | | ordinance authorizing the local government to participate in the |
|---|
| 20 | 20 | | program as provided by Section 300.0004. |
|---|
| 21 | 21 | | (b) The authority of a local government to which this |
|---|
| 22 | 22 | | subsection applies to administer and operate a program under this |
|---|
| 23 | 23 | | chapter expires on September 1, 2030. This subsection applies only |
|---|
| 24 | 24 | | to a county: |
|---|
| 25 | 25 | | (1) with a population of one million or more; |
|---|
| 26 | 26 | | (2) in which all or part of a municipality with a |
|---|
| 27 | 27 | | population of one million or more is located; and |
|---|
| 28 | 28 | | (3) that is located adjacent to a county with a |
|---|
| 29 | 29 | | population of 2.5 million or more. |
|---|
| 30 | 30 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 31 | 31 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 32 | 32 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 33 | 33 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 34 | 34 | | Act takes effect September 1, 2025. |
