77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to measurable outcomes for certain transfer students for
1010 performance tier funding under the public junior college state
1111 finance program.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 130A.003, Education Code, is amended by
1414 adding Subdivision (2-a) to read as follows:
1515 (2-a) "General academic teaching institution" has the
1616 meaning assigned by Section 61.003.
1717 SECTION 2. Section 130A.101, Education Code, is amended by
1818 amending Subsection (c) and adding Subsection (d) to read as
1919 follows:
2020 (c) The measurable outcomes considered for purposes of
2121 performance tier funding are:
2222 (1) the number of credentials of value awarded, as
2323 determined by the coordinating board based on analyses of wages and
2424 costs associated with the credential, including degrees,
2525 certificates, and other credentials from credit and non-credit
2626 programs that equip students for continued learning and greater
2727 earnings in the state economy, with an additional weight for
2828 placement of students who earn that credential in a high-demand
2929 occupation, as defined by coordinating board rule, or an
3030 appropriate proxy determined by the coordinating board based on
3131 available data;
3232 (2) the number of students who earn at least 15
3333 semester credit hours or the equivalent at the junior college
3434 district and:
3535 (A) subsequently transfer to a general academic
3636 teaching institution[, as that term is defined by Section 61.003];
3737 or
3838 (B) are enrolled in a structured co-enrollment
3939 program, as authorized by coordinating board rule; and
4040 (3) the number of students who complete a sequence of
4141 at least 15 semester credit hours or the equivalent for dual credit
4242 or dual enrollment courses, as defined by coordinating board rule,
4343 that apply toward academic or workforce program requirements at the
4444 postsecondary level.
4545 (d) For purposes of Subsection (c)(2), a student
4646 transferring from a public junior college to a general academic
4747 teaching institution shall be considered a transfer student
4848 regardless of whether the student previously completed coursework
4949 at a general academic teaching institution if the student
5050 previously completed less than 30 semester credit hours or the
5151 equivalent at a general academic teaching institution at the time
5252 of transfer.
5353 SECTION 3. This Act takes effect September 1, 2025.
