77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to establishing the Texas State Seal of Bilingualism and
1010 Biliteracy for public high school students.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter B, Chapter 28, Education Code, is
1313 amended by adding Section 28.028 to read as follows:
1414 Sec. 28.028. TEXAS STATE SEAL OF BILINGUALISM AND
1515 BILITERACY. (a) In this section, "seal" means the Texas State Seal
1616 of Bilingualism and Biliteracy established under Subsection (b).
1717 (b) The agency shall establish a seal to recognize high
1818 school graduates who have attained a high level of proficiency in
1919 comprehending, speaking, reading, and writing in both English and a
2020 language other than English.
2121 (c) The agency, in consultation with appropriate
2222 stakeholders, shall:
2323 (1) determine minimum requirements for earning the
2424 seal, which:
2525 (A) must be sufficiently rigorous to indicate to
2626 an employer or postsecondary institution that a student who has
2727 earned the seal is biliterate;
2828 (B) may include completion of a project,
2929 activity, or portfolio; and
3030 (C) may not condition receipt of the seal on an
3131 examination created for that purpose; and
3232 (2) prepare and deliver to each school district an
3333 insignia that can be affixed or stamped on the diploma of and adopt
3434 a designation to be included on the transcript of a student who has
3535 satisfied requirements for earning the seal.
3636 (d) Each school district shall:
3737 (1) maintain appropriate records to identify students
3838 who have earned the seal; and
3939 (2) for each student who has satisfied requirements
4040 for earning the seal:
4141 (A) affix the seal's insignia to the student's
4242 diploma; and
4343 (B) include in the student's transcript that the
4444 student earned the seal.
4545 (e) The commissioner shall adopt rules as necessary to
4646 administer this section.
4747 SECTION 2. This Act applies beginning with the 2025-2026
4848 school year.
4949 SECTION 3. This Act takes effect immediately if it receives
5050 a vote of two-thirds of all the members elected to each house, as
5151 provided by Section 39, Article III, Texas Constitution. If this
5252 Act does not receive the vote necessary for immediate effect, this
5353 Act takes effect September 1, 2025.
