| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 61.891, Education Code, is amended by |
|---|
| 12 | 12 | | adding Subsection (1) to read as follows: |
|---|
| 13 | 13 | | (1) "Eligible Institution" means any general academic |
|---|
| 14 | 14 | | teaching institution as defined in 61.003. |
|---|
| 15 | 15 | | SECTION 2. Section 61.897, Education Code, is amended by |
|---|
| 16 | 16 | | adding Subsection (a 1) to read as follows: |
|---|
| 17 | 17 | | (1) the amount of a research scholarship is at least 150 |
|---|
| 18 | 18 | | percent of the amount of a leadership scholarship; and |
|---|
| 19 | 19 | | (2) a student may not receive scholarship under either the |
|---|
| 20 | 20 | | leadership or research scholarship program for more than four years |
|---|
| 21 | 21 | | per student per program; and (a 1) In adopting rules under this |
|---|
| 22 | 22 | | subchapter, the board may |
|---|
| 23 | 23 | | (3) ensure that each eligible institution receives at least |
|---|
| 24 | 24 | | one research scholarship award with remaining research |
|---|
| 25 | 25 | | scholarships awarded to eligible institutions based, in part, on |
|---|
| 26 | 26 | | the number of research doctoral degrees awarded by each |
|---|
| 27 | 27 | | institution. not adopt a rule that: |
|---|
| 28 | 28 | | (a) limits the general academic teaching institutions that |
|---|
| 29 | 29 | | may participate in the program; or |
|---|
| 30 | 30 | | (b) gives preference to students enrolled in certain general |
|---|
| 31 | 31 | | academic teaching institutions. |
|---|
| 32 | 32 | | SECTION 3. As soon as practicable after the effective date |
|---|
| 33 | 33 | | Of this Act, the Texas Higher Education Coordinating Board shall |
|---|
| 34 | 34 | | modify the rules adopted under Section 61.897 (a 1) adopt rules to |
|---|
| 35 | 35 | | implement Section 61.897, Education Code, as added amended by this |
|---|
| 36 | 36 | | act. |
|---|
| 37 | 37 | | SECTION 4. This Act takes effect immediately if it receives |
|---|
| 38 | 38 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 39 | 39 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 40 | 40 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 41 | 41 | | Act takes effect September 1, 2025. |
