10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

11 | 11 | | SECTION 1. Section 13.031, Election Code, is amended by |
---|
12 | 12 | | adding Subsection (f) to read as follows: |
---|
13 | 13 | | (f) A volunteer deputy registrar appointed under this |
---|
14 | 14 | | section may serve as a volunteer deputy registrar throughout the |
---|
15 | 15 | | state regardless of which county appointed the deputy registrar. |
---|
16 | 16 | | The secretary of state shall prescribe procedures to implement this |
---|
17 | 17 | | subsection. |
---|
18 | 18 | | SECTION 2. Section 13.033(b), Election Code, is amended to |
---|
19 | 19 | | read as follows: |
---|
20 | 20 | | (b) If a person is to be appointed, the registrar shall |
---|
21 | 21 | | prepare a certificate of appointment in duplicate containing: |
---|
22 | 22 | | (1) the date of appointment; |
---|
23 | 23 | | (2) the statement: "I, ____________, Voter Registrar |
---|
24 | 24 | | for ____________ County, do hereby appoint ____________ as a |
---|
25 | 25 | | volunteer deputy registrar [for ____________ County]."; |
---|
26 | 26 | | (3) the person's residence address; |
---|
27 | 27 | | (4) the person's voter registration number, if any; |
---|
28 | 28 | | (5) a statement that the term of the appointment |
---|
29 | 29 | | expires December 31 of an even-numbered year; and |
---|
30 | 30 | | (6) a statement that the appointment terminates on the |
---|
31 | 31 | | person's final conviction for an offense for failure to deliver a |
---|
32 | 32 | | registration application and may terminate on the registrar's |
---|
33 | 33 | | determination that the person failed to adequately review a |
---|
34 | 34 | | registration application, intentionally destroyed or physically |
---|
35 | 35 | | altered a registration application, or engaged in any other |
---|
36 | 36 | | activity that conflicts with the responsibilities of a volunteer |
---|
37 | 37 | | deputy registrar under this chapter. |
---|
38 | 38 | | SECTION 3. Section 13.037(a), Election Code, is amended to |
---|
39 | 39 | | read as follows: |
---|
40 | 40 | | (a) A person may not receive compensation from any [the] |
---|
41 | 41 | | county for service as a volunteer deputy registrar unless |
---|
42 | 42 | | compensation is authorized by the commissioners court of that |
---|
43 | 43 | | county. |
---|
44 | 44 | | SECTION 4. Section 13.038, Election Code, is amended to |
---|
45 | 45 | | read as follows: |
---|
46 | 46 | | Sec. 13.038. POWERS GENERALLY. (a) A volunteer deputy |
---|
47 | 47 | | registrar may distribute voter registration application forms |
---|
48 | 48 | | throughout the county and receive registration applications |
---|
49 | 49 | | submitted to the deputy in person. |
---|
50 | 50 | | (b) A volunteer deputy registrar may distribute a voter |
---|
51 | 51 | | registration application in the form prescribed by the secretary of |
---|
52 | 52 | | state under Section 31.002 throughout the state and receive an |
---|
53 | 53 | | application in that form submitted to the deputy in person, |
---|
54 | 54 | | regardless of the county in which the application was printed. |
---|
55 | 55 | | (c) The secretary of state shall prescribe procedures to |
---|
56 | 56 | | implement this section. |
---|
57 | 57 | | SECTION 5. This Act takes effect September 1, 2025. |
