66 A BILL TO BE ENTITLED
77 AN ACT
88 relating to authorization by the Texas Higher Education
99 Coordinating Board for certain public junior colleges to offer
1010 certain baccalaureate degree programs.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 130.303(b), Education Code, is amended to
1313 read as follows:
1414 (b) The coordinating board may authorize baccalaureate
1515 degree programs at one or more public junior colleges if the public
1616 junior college:
1717 (1) offers [thatoffer] a degree program in one of the
1818 following:
1919 (A) the field of applied science, including a
2020 degree program in the field of applied science with an emphasis in
2121 early childhood education, applied technology, or nursing; or
2222 (B) the field of education; and
2323 (2) demonstrates [have dcmonstratcd] a workforce need
2424 for the program.
2525 SECTION 2. Section 130.306(a), Education Code, is amended
2626 to read as follows:
2727 (a) A public junior college offering a baccalaureate degree
2828 program under this subchapter may not offer more than eight [fivc]
2929 baccalaureate degree programs at any time.
3030 SECTION 3. The change in law made by this Act applies
3131 beginning with the 2025-2026 academic year.
3232 SECTION 4. This Act takes effect immediately if it receives
3333 a vote of two-thirds of all the members elected to each house, as
3434 provided by Section 39, Article III, Texas Constitution. If this
3535 Act does not receive the vote necessary for immediate effect, this
3636 Act takes effect September 1, 2025.
