611 A BILL TO BE ENTITLED
712 AN ACT
813 relating to operation and management of the first capitol state
914 historic site and replica by the Texas Historical Commission.
1015 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1116 SECTION 1. Chapter 442, Government Code, is amended by
1217 adding Subchapter B-3 to read as follows:
1318 SUBCHAPTER B-3. FIRST CAPITOL STATE HISTORIC SITE
1419 Sec. 442.068. DEFINITIONS. In this subchapter:
1520 (1) "Commission" means the Texas Historical
1621 Commission.
1722 (2) "First capitol site" means the first capitol state
1823 historic site located in West Columbia, Texas.
1924 (3) "Replica" means the replica of the first Republic
2025 of Texas house of representatives building housed on the first
2126 capitol site.
2227 Sec. 442.0681. JURISDICTION AND MAINTENANCE OF FIRST
2328 CAPITOL SITE AND REPLICA. (a) The first capitol site and replica
2429 are under the jurisdiction of the commission. The commission is
2530 responsible for the preservation, maintenance, and operation of the
2631 site and replica.
2732 (b) The commission shall:
2833 (1) develop, expand, and manage the first capitol site
2934 and replica by:
3035 (A) expanding, renovating, and managing the site
3136 and replica to enhance visitor experience and historical accuracy;
3237 (B) overseeing maintenance and operations of the
3338 site and replica to ensure long-term preservation and public
3439 accessibility; and
3540 (C) providing financial support for ongoing
3641 operations and new projects, such as administration, personnel, and
3742 site improvements;
3843 (2) enhance the facilities and infrastructure for the
3944 site by:
4045 (A) relocating the replica to a historically
4146 accurate location on the site;
4247 (B) constructing a historically accurate
4348 replication of the first Republic of Texas senate building on the
4449 site;
4550 (C) constructing and maintaining a visitor
4651 center on the site to provide educational resources, exhibitions,
4752 and interactive experiences for visitors; and
4853 (D) implementing other improvements to the
4954 site's facilities and infrastructure in accordance with the site's
5055 purpose and mission;
5156 (3) assume responsibility for the historic
5257 preservation and interpretation of the first capitol site and
5358 replica by:
5459 (A) preserving and maintaining historical
5560 documents, artifacts, relics, and other items of historical
5661 significance related to the site and this state;
5762 (B) developing exhibitions and interpretive
5863 programs to reflect the site's mission and educate the public; and
5964 (C) conducting ongoing research to enhance the
6065 accuracy and depth of the site's programs;
6166 (4) oversee the operations of and personnel for the
6267 first capitol site and replica by:
6368 (A) employing a site director and other personnel
6469 the commission considers necessary to fulfill the commission's
6570 duties and responsibilities for the site;
6671 (B) establishing efficient operational and
6772 visitor engagement policies and procedures; and
6873 (C) ensuring personnel development aligns with
6974 current best practices for historic site management;
7075 (5) acquire resources and seek donations for the first
7176 capitol site and replica by:
7277 (A) accepting and managing donations of money,
7378 land, historical relics, or other donations supporting the site's
7479 mission;
7580 (B) seeking grant opportunities and
7681 public-private partnerships to increase funding for site
7782 preservation and improvement efforts; and
7883 (C) acquiring property and artifacts aligned
7984 with the historical significance of the site that contribute to the
8085 site's mission and narrative;
8186 (6) strategically develop the first capitol site and
8287 replica by:
8388 (A) identifying and acquiring real property
8489 adjacent or relevant to the site to support the mission of and
8590 expand the site;
8691 (B) ensuring all acquisition of real property
8792 aligns with the historical context of the site and contributes to an
8893 authentic and immersive visitor experience; and
8994 (C) engaging in strategic planning to enhance the
9095 site's presence in the nearby community and promote heritage
9196 tourism;
9297 (7) facilitate community engagement and partnership
9398 for the first capitol site and replica by:
9499 (A) collaborating with local organizations,
95100 schools, and other relevant stakeholders to foster community
96101 involvement and support of the site;
97102 (B) establishing partnerships with historical
98103 societies, institutions of higher education, and cultural
99104 organizations to strengthen the site's educational impact; and
100105 (C) hosting events, lectures, and programs that
101106 encourage public participation and awareness of this state's
102107 history; and
103108 (8) ensure responsible stewardship of resources and
104109 the first capitol site and replica by:
105110 (A) maintaining ethical and professional
106111 standards for site operations; and
107112 (B) conducting periodic assessments to measure
108113 progress and identify areas to improve stewardship of the site.
109114 Sec. 442.0682. GRANTS; DONATIONS. The commission may
110115 accept a grant or donation for any program or purpose of the first
111116 capitol site and replica.
112117 SECTION 2. This Act takes effect September 1, 2025.
