611 A BILL TO BE ENTITLED
712 AN ACT
813 relating to the establishment by the Texas Workforce Commission of
914 an advanced nuclear energy workforce development program.
1015 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1116 SECTION 1. Subchapter A, Chapter 302, Labor Code, is
1217 amended by adding Section 302.0081 to read as follows:
1318 Sec. 302.0081. ADVANCED NUCLEAR ENERGY WORKFORCE
1419 DEVELOPMENT PROGRAM. (a) In this section:
1520 (1) "Coordinating board" means the Texas Higher
1621 Education Coordinating Board.
1722 (2) "General academic teaching institution,"
1823 "institution of higher education," "public junior college," and
1924 "public technical institute" have the meanings assigned by Section
2025 61.003, Education Code.
2126 (3) "Program" means the advanced nuclear energy
2227 workforce development program established under this section.
2328 (b) The commission, in collaboration with the coordinating
2429 board and in consultation with representatives designated by the
2530 Public Utility Commission of Texas to coordinate this state's
2631 nuclear energy strategies, by rule shall establish and administer
2732 the advanced nuclear energy workforce development program under
2833 this section for the purpose of addressing urgent skilled labor
2934 demands in the advanced nuclear energy industry in this state.
3035 (c) Under the program, the commission shall:
3136 (1) create a strategic plan for:
3237 (A) addressing labor supply gaps and talent
3338 retention issues in the advanced nuclear energy industry; and
3439 (B) providing financial assistance, including
3540 through the creation of strategic partnerships among public and
3641 private entities and advanced nuclear energy industry
3742 stakeholders, to incentivize and support:
3843 (i) the creation by institutions of higher
3944 education of education and training programs in the field of
4045 advanced nuclear energy; and
4146 (ii) research and leadership development in
4247 the field of advanced nuclear energy at general academic teaching
4348 institutions; and
4449 (2) develop customized curriculum requirements for
4550 degree and certificate programs to prepare students for high-wage
4651 jobs in the advanced nuclear energy industry that, subject to
4752 coordinating board approval under Section 61.0512, Education Code,
4853 may be offered by an institution of higher education.
4954 (d) In developing curriculum requirements under Subsection
5055 (c)(2), the commission shall:
5156 (1) consult with:
5257 (A) representatives of the coordinating board,
5358 general academic teaching institutions, public technical
5459 institutes, and public junior colleges;
5560 (B) the designated representatives of the Public
5661 Utility Commission of Texas described by Subsection (b); and
5762 (C) employers in the advanced nuclear energy
5863 industry; and
5964 (2) focus on developing curricula for programs leading
6065 to high-wage jobs in the areas of:
6166 (A) nuclear-grade welding;
6267 (B) radiological control and monitoring;
6368 (C) reactor operations;
6469 (D) nuclear instrumentation and control; and
6570 (E) nuclear, electrical, chemical, civil, and
6671 environmental engineering.
6772 (e) Not later than September 1 of each year, the commission,
6873 in consultation with the coordinating board, shall prepare and
6974 submit to each standing committee of the legislature with primary
7075 jurisdiction over workforce development, higher education, or
7176 energy industry matters, a report summarizing the commission's
7277 activities under the program. The report may include the
7378 commission's recommendations for legislative or other action.
7479 SECTION 2. This Act takes effect September 1, 2025.
