77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the submission to the legislature of financial
1010 information of an independent organization certified for a power
1111 region.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 39.151, Utilities Code, is amended by
1414 adding Subsection (e-2) to read as follows:
1515 (e-2) Before an independent organization submits a proposed
1616 annual budget to the commission under Subsection (d-1), the chief
1717 executive officer of the independent organization shall appear
1818 before the standing committee of each house of the legislature with
1919 primary jurisdiction over state finance or appropriations in a
2020 public hearing to present:
2121 (1) the proposed annual budget;
2222 (2) proposed performance measures described by
2323 Subsection (d-3);
2424 (3) an overview of the organization's investment
2525 strategies;
2626 (4) any proposed change to the amount of a fee under
2727 Subsection (e); and
2828 (5) information related to:
2929 (A) ongoing or future strategic plans,
3030 objectives, and projects that may require a change to protocols of
3131 the organization, including any associated costs; and
3232 (B) current and planned contracts with outside
3333 consultants or firms to study or make recommendations to the
3434 operations and management of a regional electric network governed
3535 by the organization.
3636 SECTION 2. This Act takes effect immediately if it receives
3737 a vote of two-thirds of all the members elected to each house, as
3838 provided by Section 39, Article III, Texas Constitution. If this
3939 Act does not receive the vote necessary for immediate effect, this
4040 Act takes effect September 1, 2025.
