| 10 | 10 | | information of an independent organization certified for a power |
|---|
| 11 | 11 | | region. |

| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Section 39.151, Utilities Code, is amended by |
|---|
| 14 | 14 | | adding Subsection (e-2) to read as follows: |
|---|
| 15 | 15 | | (e-2) Before an independent organization submits a proposed |
|---|
| 16 | 16 | | annual budget to the commission under Subsection (d-1), the chief |
|---|
| 17 | 17 | | executive officer of the independent organization shall appear |
|---|
| 18 | 18 | | before the standing committee of each house of the legislature with |
|---|
| 19 | 19 | | primary jurisdiction over state finance or appropriations in a |
|---|
| 20 | 20 | | public hearing to present: |
|---|
| 21 | 21 | | (1) the proposed annual budget; |
|---|
| 22 | 22 | | (2) proposed performance measures described by |
|---|
| 23 | 23 | | Subsection (d-3); |
|---|
| 24 | 24 | | (3) an overview of the organization's investment |
|---|
| 25 | 25 | | strategies; |
|---|
| 26 | 26 | | (4) any proposed change to the amount of a fee under |
|---|
| 27 | 27 | | Subsection (e); and |
|---|
| 28 | 28 | | (5) information related to: |
|---|
| 29 | 29 | | (A) ongoing or future strategic plans, |
|---|
| 30 | 30 | | objectives, and projects that may require a change to protocols of |
|---|
| 31 | 31 | | the organization, including any associated costs; and |
|---|
| 32 | 32 | | (B) current and planned contracts with outside |
|---|
| 33 | 33 | | consultants or firms to study or make recommendations to the |
|---|
| 34 | 34 | | operations and management of a regional electric network governed |
|---|
| 35 | 35 | | by the organization. |
|---|
| 36 | 36 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 37 | 37 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 38 | 38 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 39 | 39 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 40 | 40 | | Act takes effect September 1, 2025. |
