77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the creation, distribution, and posting of a veterans
1010 benefits and services poster in the workplace.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subtitle B, Title 4, Labor Code, is amended by
1313 adding Chapter 320 to read as follows:
1414 CHAPTER 320. INFORMATION ABOUT BENEFITS AND SERVICES FOR VETERANS
1515 Sec. 320.001. VETERANS BENEFITS AND SERVICES POSTER. (a)
1616 In this section, "employer" means a person who employs at least 50
1717 employees.
1818 (b) The commission shall, in consultation with the Texas
1919 Veterans Commission, create and distribute to each employer in this
2020 state a veterans benefits and services poster containing
2121 information relating to:
2222 (1) how an employee may:
2323 (A) apply for unemployment compensation benefits
2424 under Subtitle A and unemployment compensation benefits that may be
2525 offered under a program administered by an agency of the federal
2626 government;
2727 (B) contact the Texas Veterans Commission,
2828 including how an employee may access the Internet website
2929 maintained by the Texas Veterans Commission and the veterans crisis
3030 hotline established by the United States Department of Veterans
3131 Affairs under 38 U.S.C. Section 1720F;
3232 (C) exercise any tax benefits or preferences
3333 offered to veterans under the Tax Code or Internal Revenue Code of
3434 1986; and
3535 (D) obtain a driver's license or personal
3636 identification card issued by the Department of Public Safety; and
3737 (2) services that may be available to veterans in this
3838 state, including:
3939 (A) education, workforce placement, and training
4040 programs;
4141 (B) legal assistance; and
4242 (C) substance abuse and mental health treatment.
4343 (c) Each employer shall display the veterans benefits and
4444 services poster distributed by the commission under this section in
4545 a conspicuous place in the employer's place of business that is
4646 accessible to all employees.
4747 SECTION 2. Not later than December 1, 2025, the Texas
4848 Workforce Commission shall, in consultation with the Texas Veterans
4949 Commission, create and distribute the veterans benefits and
5050 services poster as required by Section 320.001, Labor Code, as
5151 added by this Act.
5252 SECTION 3. This Act takes effect September 1, 2025.
