88 AN ACT
99 relating to the creation of the Tarleton State University College
1010 of Osteopathic Medicine.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter A, Chapter 87, Education Code, is
1313 amended by adding Section 87.005 to read as follows:
1414 Sec. 87.005. TARLETON STATE UNIVERSITY COLLEGE OF
1515 OSTEOPATHIC MEDICINE. (a) In this section:
1616 (1) "Board" means the board of regents of The Texas A&M
1717 University System.
1818 (2) "College" means the Tarleton State University
1919 College of Osteopathic Medicine established under this section.
2020 (3) "University" means Tarleton State University.
2121 (b) The Tarleton State University College of Osteopathic
2222 Medicine is a college of the university and is under the management
2323 and control of the board with degrees offered under the name and
2424 authority of the university.
2525 (c) The board may prescribe courses leading to customary
2626 degrees and may adopt policies for the operation, control, and
2727 management of the college as necessary for conducting a college of
2828 osteopathic medicine of the first class.
2929 (d) A teaching hospital considered suitable by the board may
3030 be provided by a public or private entity.
3131 SECTION 2. Section 61.003(5), Education Code, is amended to
3232 read as follows:
3333 (5) "Medical and dental unit" means The Texas A&M
3434 University System Health Science Center and its component
3535 institutions, agencies, and programs; the Texas Tech University
3636 Health Sciences Center; the Texas Tech University Health Sciences
3737 Center at El Paso; the University of Houston College of Medicine;
3838 the Sam Houston State University College of Osteopathic Medicine;
3939 The University of Texas Medical Branch at Galveston; The University
4040 of Texas Southwestern Medical Center; The University of Texas
4141 Medical School at San Antonio; The University of Texas Dental
4242 Branch at Houston; The University of Texas M. D. Anderson Cancer
4343 Center; The University of Texas Graduate School of Biomedical
4444 Sciences at Houston; The University of Texas Dental School at San
4545 Antonio; The University of Texas Medical School at Houston; the
4646 Dell Medical School at The University of Texas at Austin; the School
4747 of Medicine at The University of Texas Rio Grande Valley; the
4848 nursing institutions of The Texas A&M University System and The
4949 University of Texas System; the Tarleton State University College
5050 of Osteopathic Medicine; and The University of Texas School of
5151 Public Health at Houston; and such other medical or dental schools
5252 as may be established by statute or as provided in this chapter.
5353 SECTION 3. Section 61.501(1), Education Code, is amended to
5454 read as follows:
5555 (1) "Medical school" means the medical school at The
5656 University of Texas Health Science Center at Houston, the medical
5757 school at The University of Texas Southwestern Medical Center, the
5858 medical school at The University of Texas Health Science Center at
5959 San Antonio, The University of Texas Medical Branch at Galveston,
6060 the medical school at The University of Texas at Austin, the medical
6161 school at The University of Texas Rio Grande Valley, the medical
6262 education program of The University of Texas Health Science Center
6363 at Tyler, the medical school at the Texas Tech University Health
6464 Sciences Center, the medical school at the Texas Tech University
6565 Health Sciences Center at El Paso, the Sam Houston State University
6666 College of Osteopathic Medicine, the University of Houston College
6767 of Medicine, the Baylor College of Medicine, the college of
6868 osteopathic medicine at the University of North Texas Health
6969 Science Center at Fort Worth, the Tarleton State University College
7070 of Osteopathic Medicine, or the medical school at the Texas A&M
7171 University Health Science Center.
7272 SECTION 4. Section 63.002(c), Education Code, is amended to
7373 read as follows:
7474 (c) The amount available for distribution from the fund may
7575 be appropriated only for programs that benefit medical research,
7676 health education, or treatment programs at the following
7777 health-related institutions of higher education:
7878 (1) The University of Texas Health Science Center at
7979 San Antonio;
8080 (2) The University of Texas M. D. Anderson Cancer
8181 Center;
8282 (3) The University of Texas Southwestern Medical
8383 Center;
8484 (4) The University of Texas Medical Branch at
8585 Galveston;
8686 (5) The University of Texas Health Science Center at
8787 Houston;
8888 (6) The University of Texas Health Science Center at
8989 Tyler;
9090 (7) The University of Texas Health Science
9191 Center--South Texas and its component institutions, if established
9292 under Subchapter N, Chapter 74;
9393 (8) The Texas A&M University Health Science Center;
9494 (9) the University of North Texas Health Science
9595 Center at Fort Worth;
9696 (10) the Texas Tech University Health Sciences Center;
9797 (11) the Texas Tech University Health Sciences Center
9898 at El Paso;
9999 (12) the University of Houston College of Medicine;
100100 (13) the Sam Houston State University College of
101101 Osteopathic Medicine;
102102 (14) the Dell Medical School at The University of
103103 Texas at Austin;
104104 (15) the Tarleton State University College of
105105 Osteopathic Medicine; and
106106 (16) [(15)] Baylor College of Medicine, if a contract
107107 between Baylor College of Medicine and the Texas Higher Education
108108 Coordinating Board is in effect under Section 61.092.
109109 SECTION 5. This Act takes effect immediately if it receives
110110 a vote of two-thirds of all the members elected to each house, as
111111 provided by Section 39, Article III, Texas Constitution. If this
112112 Act does not receive the vote necessary for immediate effect, this
113113 Act takes effect September 1, 2025.
