8	8	AN ACT
9	9	relating to the creation of the Tarleton State University College
10	10	of Osteopathic Medicine.
11	11	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12	12	SECTION 1. Subchapter A, Chapter 87, Education Code, is
13	13	amended by adding Section 87.005 to read as follows:
14	14	Sec. 87.005. TARLETON STATE UNIVERSITY COLLEGE OF
15	15	OSTEOPATHIC MEDICINE. (a) In this section:
16	16	(1) "Board" means the board of regents of The Texas A&M
17	17	University System.
18	18	(2) "College" means the Tarleton State University
19	19	College of Osteopathic Medicine established under this section.
20	20	(3) "University" means Tarleton State University.
21	21	(b) The Tarleton State University College of Osteopathic
22	22	Medicine is a college of the university and is under the management
23	23	and control of the board with degrees offered under the name and
24	24	authority of the university.
25	25	(c) The board may prescribe courses leading to customary
26	26	degrees and may adopt policies for the operation, control, and
27	27	management of the college as necessary for conducting a college of
28	28	osteopathic medicine of the first class.
29	29	(d) A teaching hospital considered suitable by the board may
30	30	be provided by a public or private entity.
31	31	SECTION 2. Section 61.003(5), Education Code, is amended to
32	32	read as follows:
33	33	(5) "Medical and dental unit" means The Texas A&M
34	34	University System Health Science Center and its component
35	35	institutions, agencies, and programs; the Texas Tech University
36	36	Health Sciences Center; the Texas Tech University Health Sciences
37	37	Center at El Paso; the University of Houston College of Medicine;
38	38	the Sam Houston State University College of Osteopathic Medicine;
39	39	The University of Texas Medical Branch at Galveston; The University
40	40	of Texas Southwestern Medical Center; The University of Texas
41	41	Medical School at San Antonio; The University of Texas Dental
42	42	Branch at Houston; The University of Texas M. D. Anderson Cancer
43	43	Center; The University of Texas Graduate School of Biomedical
44	44	Sciences at Houston; The University of Texas Dental School at San
45	45	Antonio; The University of Texas Medical School at Houston; the
46	46	Dell Medical School at The University of Texas at Austin; the School
47	47	of Medicine at The University of Texas Rio Grande Valley; the
48	48	nursing institutions of The Texas A&M University System and The
49	49	University of Texas System; the Tarleton State University College
50	50	of Osteopathic Medicine; and The University of Texas School of
51	51	Public Health at Houston; and such other medical or dental schools
52	52	as may be established by statute or as provided in this chapter.
53	53	SECTION 3. Section 61.501(1), Education Code, is amended to
54	54	read as follows:
55	55	(1) "Medical school" means the medical school at The
56	56	University of Texas Health Science Center at Houston, the medical
57	57	school at The University of Texas Southwestern Medical Center, the
58	58	medical school at The University of Texas Health Science Center at
59	59	San Antonio, The University of Texas Medical Branch at Galveston,
60	60	the medical school at The University of Texas at Austin, the medical
61	61	school at The University of Texas Rio Grande Valley, the medical
62	62	education program of The University of Texas Health Science Center
63	63	at Tyler, the medical school at the Texas Tech University Health
64	64	Sciences Center, the medical school at the Texas Tech University
65	65	Health Sciences Center at El Paso, the Sam Houston State University
66	66	College of Osteopathic Medicine, the University of Houston College
67	67	of Medicine, the Baylor College of Medicine, the college of
68	68	osteopathic medicine at the University of North Texas Health
69	69	Science Center at Fort Worth, the Tarleton State University College
70	70	of Osteopathic Medicine, or the medical school at the Texas A&M
71	71	University Health Science Center.
72	72	SECTION 4. Section 63.002(c), Education Code, is amended to
73	73	read as follows:
74	74	(c) The amount available for distribution from the fund may
75	75	be appropriated only for programs that benefit medical research,
76	76	health education, or treatment programs at the following
77	77	health-related institutions of higher education:
78	78	(1) The University of Texas Health Science Center at
79	79	San Antonio;
80	80	(2) The University of Texas M. D. Anderson Cancer
81	81	Center;
82	82	(3) The University of Texas Southwestern Medical
83	83	Center;
84	84	(4) The University of Texas Medical Branch at
85	85	Galveston;
86	86	(5) The University of Texas Health Science Center at
87	87	Houston;
88	88	(6) The University of Texas Health Science Center at
89	89	Tyler;
90	90	(7) The University of Texas Health Science
91	91	Center--South Texas and its component institutions, if established
92	92	under Subchapter N, Chapter 74;
93	93	(8) The Texas A&M University Health Science Center;
94	94	(9) the University of North Texas Health Science
95	95	Center at Fort Worth;
96	96	(10) the Texas Tech University Health Sciences Center;
97	97	(11) the Texas Tech University Health Sciences Center
98	98	at El Paso;
99	99	(12) the University of Houston College of Medicine;
100	100	(13) the Sam Houston State University College of
101	101	Osteopathic Medicine;
102	102	(14) the Dell Medical School at The University of
103	103	Texas at Austin;
104	104	(15) the Tarleton State University College of
105	105	Osteopathic Medicine; and
106	106	(16) [(15)] Baylor College of Medicine, if a contract
107	107	between Baylor College of Medicine and the Texas Higher Education
108	108	Coordinating Board is in effect under Section 61.092.
109	109	SECTION 5. This Act takes effect immediately if it receives
110	110	a vote of two-thirds of all the members elected to each house, as
111	111	provided by Section 39, Article III, Texas Constitution. If this
112	112	Act does not receive the vote necessary for immediate effect, this
113	113	Act takes effect September 1, 2025.
