88 AN ACT
99 relating to senior justice assessment centers in certain counties.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Title 6, Human Resources Code, is amended by
1212 adding Chapter 106 to read as follows:
1313 CHAPTER 106. SENIOR JUSTICE ASSESSMENT CENTERS
1414 Sec. 106.001. ESTABLISHMENT OF SENIOR JUSTICE ASSESSMENT
1515 CENTERS. A county with a population of one million or more shall
1616 establish a senior justice assessment center.
1717 Sec. 106.002. DUTIES. (a) A senior justice assessment
1818 center shall provide services to seniors to ensure the dignity of
1919 seniors through increased public awareness, educational outreach,
2020 and promotion of justice regarding elder abuse.
2121 (b) A senior justice assessment center shall:
2222 (1) provide services to assist in the investigation of
2323 elder abuse through a multidisciplinary team composed of
2424 representatives of the following in the county:
2525 (A) the sheriff and each municipal law
2626 enforcement agency with jurisdiction to investigate elder abuse;
2727 (B) the adult protective services agency;
2828 (C) each attorney representing the state with
2929 jurisdiction to prosecute elder abuse cases;
3030 (D) the area agency on aging; and
3131 (E) public health care institutions, including
3232 postsecondary institutions providing health care services in the
3333 area; and
3434 (2) establish processes and procedures to:
3535 (A) determine whether elder abuse has been
3636 committed or whether other forms of neglect or exploitation of a
3737 senior have occurred;
3838 (B) evaluate the senior's mental capacity and
3939 ensure the senior's physical safety; and
4040 (C) make appropriate referrals to ensure the
4141 provision of comprehensive care and the promotion of justice for
4242 the senior based on the senior's individual needs.
4343 (c) In providing services to seniors, a senior justice
4444 assessment center shall collaborate with experts in:
4545 (1) geriatric medicine;
4646 (2) social services;
4747 (3) protective services;
4848 (4) law enforcement;
4949 (5) civil enforcement; and
5050 (6) criminal prosecution.
5151 SECTION 2. This Act takes effect September 1, 2025.
