77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the completion of sexual harassment prevention training
1010 and ethics training to register as a lobbyist.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 305.005(f), Government Code, is amended
1313 to read as follows:
1414 (f) The registration must be written and verified and must
1515 contain:
1616 (1) the registrant's full name and address;
1717 (2) the registrant's normal business, business phone
1818 number, and business address;
1919 (3) the full name and address of each person:
2020 (A) who reimburses, retains, or employs the
2121 registrant to communicate directly with a member of the legislative
2222 or executive branch to influence legislation or administrative
2323 action; and
2424 (B) on whose behalf the registrant has
2525 communicated directly with a member of the legislative or executive
2626 branch to influence legislation or administrative action;
2727 (4) the subject matter of the legislation or of the
2828 administrative action that is the subject of the registrant's
2929 direct communication with a member of the legislative or executive
3030 branch and, if applicable, the docket number or other
3131 administrative designation of the administrative action;
3232 (5) for each person employed or retained by the
3333 registrant for the purpose of assisting in direct communication
3434 with a member of the legislative or executive branch to influence
3535 legislation or administrative action:
3636 (A) the full name, business address, and
3737 occupation of the person; and
3838 (B) the subject matter of the legislation or of
3939 the administrative action to which the person's activities
4040 reportable under this section were related and, if applicable, the
4141 docket number or other administrative designation of the
4242 administrative action; [and]
4343 (6) the amount of compensation or reimbursement paid
4444 by each person who reimburses, retains, or employs the registrant
4545 for the purpose of communicating directly with a member of the
4646 legislative or executive branch or on whose behalf the registrant
4747 communicates directly with a member of the legislative or executive
4848 branch;
4949 (7) a certificate evidencing the registrant's
5050 completion of a sexual harassment prevention training course in the
5151 previous two years, as required by Section 305.0052; and
5252 (8) a certificate evidencing the registrant's
5353 completion of an ethics training course in the previous two years,
5454 as required by Section 305.0053.
5555 SECTION 2. Subchapter A, Chapter 305, Government Code, is
5656 amended by adding Sections 305.0052 and 305.0053 to read as
5757 follows:
5858 Sec. 305.0052. SEXUAL HARASSMENT PREVENTION TRAINING. (a)
5959 Each individual required to register under this chapter shall every
6060 two years:
6161 (1) attend a sexual harassment prevention training
6262 course approved by the commission; and
6363 (2) submit to the commission a certificate evidencing
6464 completion of the course.
6565 (b) The certificate of completion must be in a form approved
6666 by the commission.
6767 (c) The commission shall adopt rules as necessary to
6868 implement this section.
6969 Sec. 305.0053. ETHICS TRAINING. (a) Each individual
7070 required to register under this chapter shall every two years:
7171 (1) attend an ethics training course approved by the
7272 commission; and
7373 (2) submit to the commission a certificate evidencing
7474 completion of the course.
7575 (b) The certificate of completion must be in a form approved
7676 by the commission.
7777 (c) The commission shall adopt rules as necessary to
7878 implement this section.
7979 SECTION 3. Not later than December 1, 2025, the Texas Ethics
8080 Commission shall adopt rules as required by Sections 305.0052 and
8181 305.0053, Government Code, as added by this Act.
8282 SECTION 4. Section 305.005, Government Code, as amended by
8383 this Act, applies only to a registration required to be filed under
8484 that section on or after January 1, 2026.
8585 SECTION 5. This Act takes effect September 1, 2025.
