77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the establishment by the Texas Workforce Commission of
1010 an advanced nuclear energy workforce development program.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter A, Chapter 302, Labor Code, is
1313 amended by adding Section 302.0081 to read as follows:
1414 Sec. 302.0081. ADVANCED NUCLEAR ENERGY WORKFORCE
1515 DEVELOPMENT PROGRAM. (a) In this section:
1616 (1) "Coordinating board" means the Texas Higher
1717 Education Coordinating Board.
1818 (2) "General academic teaching institution,"
1919 "institution of higher education," "public junior college," and
2020 "public technical institute" have the meanings assigned by Section
2121 61.003, Education Code.
2222 (3) "Program" means the advanced nuclear energy
2323 workforce development program established under this section.
2424 (b) The commission, in collaboration with the coordinating
2525 board and in consultation with representatives designated by the
2626 Railroad Commission of Texas to coordinate this state's nuclear
2727 energy strategies, by rule shall establish and administer the
2828 advanced nuclear energy workforce development program under this
2929 section for the purpose of addressing urgent skilled labor demands
3030 in the advanced nuclear energy industry in this state.
3131 (c) Under the program, the commission shall:
3232 (1) create a strategic plan for:
3333 (A) addressing labor supply gaps and talent
3434 retention issues in the advanced nuclear energy industry; and
3535 (B) providing financial assistance, including
3636 through the creation of strategic partnerships among public and
3737 private entities and advanced nuclear energy industry
3838 stakeholders, to incentivize and support:
3939 (i) the creation by institutions of higher
4040 education of education and training programs in the field of
4141 advanced nuclear energy; and
4242 (ii) research and leadership development in
4343 the field of advanced nuclear energy at general academic teaching
4444 institutions;
4545 (2) develop customized curriculum requirements for
4646 degree and certificate programs to prepare students for high-wage
4747 jobs in the advanced nuclear energy industry that, subject to
4848 coordinating board approval under Section 61.0512, Education Code,
4949 may be offered by an institution of higher education; and
5050 (3) implement strategies to:
5151 (A) educate students and other individuals
5252 seeking employment in the advanced nuclear energy industry in this
5353 state regarding education and training requirements for jobs in the
5454 industry; and
5555 (B) connect students and other individuals
5656 seeking employment in the advanced nuclear energy industry in this
5757 state with industry employers and employment opportunities.
5858 (d) In developing curriculum requirements under Subsection
5959 (c)(2), the commission shall:
6060 (1) consult with:
6161 (A) representatives of the coordinating board,
6262 general academic teaching institutions, public technical
6363 institutes, and public junior colleges;
6464 (B) the designated representatives of the
6565 Railroad Commission of Texas described by Subsection (b); and
6666 (C) employers in the advanced nuclear energy
6767 industry; and
6868 (2) focus on developing curriculum for programs
6969 leading to high-wage jobs in the areas of:
7070 (A) nuclear-grade welding;
7171 (B) radiological control and monitoring;
7272 (C) reactor operations;
7373 (D) nuclear instrumentation and control; and
7474 (E) nuclear, electrical, chemical, civil, and
7575 environmental engineering.
7676 (e) Not later than September 1 of each year, the commission,
7777 in consultation with the coordinating board, shall prepare and
7878 submit to each standing committee of the legislature with primary
7979 jurisdiction over workforce development, higher education, or
8080 energy industry matters, a report summarizing the commission's
8181 activities under the program. The report may include the
8282 commission's recommendations for legislative or other action.
8383 SECTION 2. This Act takes effect September 1, 2025.
