| 9 | 9 | | relating to the rural sheriff's office salary assistance grant |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Sections 130.911(d) and (h), Local Government |
|---|
| 13 | 13 | | Code, are amended to read as follows: |
|---|
| 14 | 14 | | (d) The comptroller shall award a grant to a qualified |
|---|
| 15 | 15 | | county that applies for the grant using money appropriated to the |
|---|
| 16 | 16 | | comptroller for that purpose. The grant must be in the following |
|---|
| 17 | 17 | | applicable amount: |
|---|
| 18 | 18 | | (1) $250,000 if the county has a population of less |
|---|
| 19 | 19 | | than 10,000; |
|---|
| 20 | 20 | | (2) $350,000 if the county has: |
|---|
| 21 | 21 | | (A) a population of less than 10,000 and |
|---|
| 22 | 22 | | significant critical infrastructure located in its boundaries; or |
|---|
| 23 | 23 | | (B) a population of 10,000 or more and less than |
|---|
| 24 | 24 | | 50,000; or |
|---|
| 25 | 25 | | (3) $500,000 if the county has: |
|---|
| 26 | 26 | | (A) a population of 10,000 or more and less than |
|---|
| 27 | 27 | | 50,000 and significant critical infrastructure located in its |
|---|
| 28 | 28 | | boundaries; or |
|---|
| 29 | 29 | | (B) a population of 50,000 or more and 300,000 or |
|---|
| 30 | 30 | | less. |
|---|
| 31 | 31 | | (h) The comptroller shall adopt rules necessary to |
|---|
| 32 | 32 | | implement this section, including rules that establish: |
|---|
| 33 | 33 | | (1) a standardized application process, including the |
|---|
| 34 | 34 | | form to be used to apply for a grant and the manner of submitting the |
|---|
| 35 | 35 | | form; |
|---|
| 36 | 36 | | (2) deadlines for: |
|---|
| 37 | 37 | | (A) applying for the grant; |
|---|
| 38 | 38 | | (B) disbursement of grant money; and |
|---|
| 39 | 39 | | (C) spending grant money; [and] |
|---|
| 40 | 40 | | (3) procedures for: |
|---|
| 41 | 41 | | (A) monitoring the disbursement of grant money to |
|---|
| 42 | 42 | | ensure compliance with this section; and |
|---|
| 43 | 43 | | (B) the return of grant money that was not used by |
|---|
| 44 | 44 | | a county for a purpose authorized by this section; and |
|---|
| 45 | 45 | | (4) standards to determine if critical infrastructure |
|---|
| 46 | 46 | | is significant critical infrastructure for the purpose of |
|---|
| 47 | 47 | | Subsection (d), considering the importance, value, and size of the |
|---|
| 48 | 48 | | infrastructure. |
|---|
| 49 | 49 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 50 | 50 | | to the award of a grant to a county under the rural sheriff's office |
|---|
| 51 | 51 | | salary assistance grant program during a fiscal year of the county |
|---|
| 52 | 52 | | that begins on or after the effective date of this Act. |
|---|
| 53 | 53 | | SECTION 3. This Act takes effect September 1, 2025. |
