77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the rural sheriff's office salary assistance grant
1010 program.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Sections 130.911(d) and (h), Local Government
1313 Code, are amended to read as follows:
1414 (d) The comptroller shall award a grant to a qualified
1515 county that applies for the grant using money appropriated to the
1616 comptroller for that purpose. The grant must be in the following
1717 applicable amount:
1818 (1) $250,000 if the county has a population of less
1919 than 10,000;
2020 (2) $350,000 if the county has:
2121 (A) a population of less than 10,000 and
2222 significant critical infrastructure located in its boundaries; or
2323 (B) a population of 10,000 or more and less than
2424 50,000; or
2525 (3) $500,000 if the county has:
2626 (A) a population of 10,000 or more and less than
2727 50,000 and significant critical infrastructure located in its
2828 boundaries; or
2929 (B) a population of 50,000 or more and 300,000 or
3030 less.
3131 (h) The comptroller shall adopt rules necessary to
3232 implement this section, including rules that establish:
3333 (1) a standardized application process, including the
3434 form to be used to apply for a grant and the manner of submitting the
3535 form;
3636 (2) deadlines for:
3737 (A) applying for the grant;
3838 (B) disbursement of grant money; and
3939 (C) spending grant money; [and]
4040 (3) procedures for:
4141 (A) monitoring the disbursement of grant money to
4242 ensure compliance with this section; and
4343 (B) the return of grant money that was not used by
4444 a county for a purpose authorized by this section; and
4545 (4) standards to determine if critical infrastructure
4646 is significant critical infrastructure for the purpose of
4747 Subsection (d), considering the importance, value, and size of the
4848 infrastructure.
4949 SECTION 2. The change in law made by this Act applies only
5050 to the award of a grant to a county under the rural sheriff's office
5151 salary assistance grant program during a fiscal year of the county
5252 that begins on or after the effective date of this Act.
5353 SECTION 3. This Act takes effect September 1, 2025.
