10 | 10 | | Department of Information Resources. |
---|
11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. Chapter 2054, Government Code, is amended by |
---|
13 | 13 | | adding Subchapter S to read as follows: |
---|
14 | 14 | | SUBCHAPTER S. ARTIFICIAL INTELLIGENCE DIVISION |
---|
15 | 15 | | Sec. 2054.701. ESTABLISHMENT AND ADMINISTRATION OF |
---|
16 | 16 | | DIVISION. (a) The department shall establish an artificial |
---|
17 | 17 | | intelligence division within the department. |
---|
18 | 18 | | (b) The executive director shall direct the administration |
---|
19 | 19 | | and oversight of the artificial intelligence division, including |
---|
20 | 20 | | the division's organization within the department. |
---|
21 | 21 | | (c) The department may hire the personnel necessary to |
---|
22 | 22 | | administer the duties of the division, including hiring personnel |
---|
23 | 23 | | through institutions of higher education, as defined by Section |
---|
24 | 24 | | 61.003, Education Code. |
---|
25 | 25 | | Sec. 2054.702. GENERATIVE ARTIFICIAL INTELLIGENCE |
---|
26 | 26 | | TECHNOLOGY. (a) The division shall assist state agencies and other |
---|
27 | 27 | | entities that use the department's services in the implementation |
---|
28 | 28 | | of generative artificial intelligence technology for: |
---|
29 | 29 | | (1) projects to modernize or replace legacy systems, |
---|
30 | 30 | | as defined by Section 2054.571; and |
---|
31 | 31 | | (2) other projects appropriate for the use of |
---|
32 | 32 | | generative artificial intelligence technology as determined by the |
---|
33 | 33 | | department. |
---|
34 | 34 | | (b) In assisting agencies and entities with projects under |
---|
35 | 35 | | Subsection (a), the division may: |
---|
36 | 36 | | (1) use generative artificial intelligence technology |
---|
37 | 37 | | developed or procured by the department to complete the project; or |
---|
38 | 38 | | (2) contract with a vendor to use generative |
---|
39 | 39 | | artificial intelligence technology to complete the project. |
---|
40 | 40 | | (c) If the division contracts with a vendor under Subsection |
---|
41 | 41 | | (b), the vendor's generative artificial intelligence technology |
---|
42 | 42 | | must complete at least 90 percent of the work required to complete |
---|
43 | 43 | | the contract. |
---|
44 | 44 | | Sec. 2054.703. COST ANALYSIS REPORT. The division shall |
---|
45 | 45 | | prepare a cost analysis report for each project completed under |
---|
46 | 46 | | Section 2054.702 that includes: |
---|
47 | 47 | | (1) a summary of the time, money, and resources saved |
---|
48 | 48 | | by using a generative artificial intelligence technology compared |
---|
49 | 49 | | to the time, money, and resources that would have been required |
---|
50 | 50 | | using traditional systems to perform equivalent tasks; and |
---|
51 | 51 | | (2) a concise overview focused on information |
---|
52 | 52 | | demonstrating the cost efficiencies achieved by using generative |
---|
53 | 53 | | artificial intelligence technology, such as the amount of time and |
---|
54 | 54 | | money saved in the procurement process. |
---|
55 | 55 | | Sec. 2054.704. RULES. The department may adopt the rules |
---|
56 | 56 | | necessary to establish and administer the division. |
---|
57 | 57 | | SECTION 2. As soon as practicable after the effective date |
---|
58 | 58 | | of this Act, the Department of Information Resources shall adopt |
---|
59 | 59 | | the rules necessary to implement Subchapter S, Chapter 2054, |
---|
60 | 60 | | Government Code, as added by this Act. |
---|
61 | 61 | | SECTION 3. This Act takes effect September 1, 2025. |
