66 A BILL TO BE ENTITLED
77 AN ACT
88 relating to the participation of certain juvenile justice entities
99 in the Jobs and Education for Texans (JET) Grant Program.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 134.004, Education Code, is amended to
1212 read as follows:
1313 Sec. 134.004. JOBS AND EDUCATION FOR TEXANS (JET) GRANT
1414 PROGRAM. (a) The commission shall establish and administer the
1515 Jobs and Education for Texans (JET) Grant Program to provide grants
1616 to public junior colleges, public technical institutes, public
1717 state colleges, [and] school districts and open-enrollment charter
1818 schools, and the Texas Juvenile Justice Department, juvenile
1919 boards, and juvenile probation departments described under Section
2020 134.007. To receive the grants, those entities must [that] apply to
2121 the advisory board in the manner prescribed by the advisory board.
2222 The commission shall award the grants on the advice and
2323 recommendations of the advisory board.
2424 (b) Grants may be awarded under this chapter from the Jobs
2525 and Education for Texans (JET) fund to defray the start-up costs
2626 associated with the development of new career and technical
2727 education programs at public junior colleges, public technical
2828 institutes, public state colleges, [and] school districts and
2929 open-enrollment charter schools, and the Texas Juvenile Justice
3030 Department, juvenile boards, and juvenile probation departments
3131 described under Section 134.007 if those entities [that] meet the
3232 requirements of Section 134.006.
3333 SECTION 2. Sections 134.006(a) and (c), Education Code, are
3434 amended to read as follows:
3535 (a) The commission may award a grant for the development of
3636 new career and technical education courses or programs at public
3737 junior colleges, public technical institutes, public state
3838 colleges, [and] school districts and open-enrollment charter
3939 schools, and the Texas Juvenile Justice Department, juvenile
4040 boards, and juvenile probation departments described under Section
4141 134.007.
4242 (c) In awarding a grant under this section, the commission
4343 shall primarily consider the potential economic returns to the
4444 state from the development of the career and technical education
4545 course or program. The commission may also consider whether the
4646 course or program:
4747 (1) is part of a new, emerging industry or high-demand
4848 occupation;
4949 (2) offers new or expanded dual credit career and
5050 technical educational opportunities in public high schools;
5151 (3) offers new career and technical educational
5252 opportunities not previously available:
5353 (A) to students enrolled at any campus in the
5454 Windham School District; or
5555 (B) as part of any existing educational programs
5656 that are offered in facilities operated wholly or partly by the
5757 Texas Juvenile Justice Department, a juvenile board, or a juvenile
5858 probation department, including a facility operated by a private
5959 vendor under a contract with the Texas Juvenile Justice Department,
6060 a juvenile board, or a juvenile probation department; or
6161 (4) is provided in cooperation with other public
6262 junior colleges, public technical institutes, or public state
6363 colleges across existing service areas.
6464 SECTION 3. Section 134.007, Education Code, is amended to
6565 read as follows:
6666 Sec. 134.007. GRANTS AWARDED TO SCHOOL DISTRICTS, [DISTRICT
6767 OR] OPEN-ENROLLMENT CHARTER SCHOOLS, OR CERTAIN JUVENILE JUSTICE
6868 ENTITIES [SCHOOL]. The commission may award a grant under this
6969 chapter to:
7070 (1) an independent school district or open-enrollment
7171 charter school if the district or school has entered into a
7272 partnership with a public junior college, public technical
7373 institute, or public state college for the purpose of:
7474 (A) promoting career and technical education to
7575 the district's or school's students; or
7676 (B) offering dual credit courses to the
7777 district's or school's students; [or]
7878 (2) the Windham School District; or
7979 (3) the Texas Juvenile Justice Department, a juvenile
8080 board, or a juvenile probation department.
8181 SECTION 4. This Act takes effect immediately if it receives
8282 a vote of two-thirds of all the members elected to each house, as
8383 provided by Section 39, Article III, Texas Constitution. If this
8484 Act does not receive the vote necessary for immediate effect, this
8585 Act takes effect September 1, 2025.
