| 12 | 12 | SECTION 1. Section 51.9715, Education Code, is amended by | |
| 13 | 13 | adding Subsection (c) to read as follows: | |
| 14 | 14 | (c) An institution of higher education may not refuse to | |
| 15 | 15 | issue a transcript to a current or former student based solely on | |
| 16 | 16 | the student's failure to pay a fee charged to the student by the | |
| 17 | 17 | institution. This subsection does not apply to a reasonable fee | |
| 18 | 18 | charged by the institution to issue the transcript. | |
| 19 | 19 | SECTION 2. This Act takes effect September 1, 2025. |
