88 AN ACT
99 relating to establishing a grant program to equip motor vehicles
1010 used by peace officers with certain bullet-resistant components.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter A, Chapter 772, Government Code, is
1313 amended by adding Section 772.013 to read as follows:
1414 Sec. 772.013. GRANT PROGRAM TO EQUIP VEHICLES USED BY PEACE
1515 OFFICERS WITH BULLET-RESISTANT COMPONENTS. (a) In this section:
1616 (1) "Criminal justice division" means the criminal
1717 justice division established under Section 772.006.
1818 (2) "Law enforcement agency" means an agency of the
1919 state or an agency of a political subdivision of the state that is
2020 authorized by law to employ peace officers.
2121 (3) "Peace officer" means an individual elected,
2222 appointed, or employed to serve as a peace officer for a
2323 governmental entity under Article 2A.001, Code of Criminal
2424 Procedure, or other law.
2525 (b) The criminal justice division shall establish and
2626 administer a grant program to provide financial assistance to a law
2727 enforcement agency to purchase and install motor vehicles used by
2828 peace officers of the law enforcement agency in discharging the
2929 officers' official duties with bullet-resistant windshields, side
3030 windows, rear windows, and door panels.
3131 (c) The criminal justice division shall establish:
3232 (1) eligibility criteria for grant applicants;
3333 (2) grant application procedures;
3434 (3) guidelines relating to grant amounts;
3535 (4) procedures for evaluating grant applications; and
3636 (5) procedures for monitoring the use of a grant
3737 awarded under the program and ensuring compliance with any
3838 conditions of a grant.
3939 (d) A law enforcement agency receiving a grant under this
4040 section must, as soon as practicable after spending the grant
4141 money, provide to the criminal justice division proof of purchase
4242 and installation, as applicable, of bullet-resistant windshields,
4343 side windows, rear windows, or door panels.
4444 (e) The criminal justice division may use any available
4545 money to implement this section.
4646 SECTION 2. This Act takes effect September 1, 2025.
