| 10 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 14 | | SECTION 1. Chapter 315, Local Government Code, is amended |

| 12 | 15 | | by adding Section 315.0051 to read as follows: |

| 13 | 16 | | Sec. 315.0051. PROHIBITED EVENTS AT MUNICIPAL LIBRARIES. A |

| 14 | 17 | | municipal library may not receive state or other public funds if the |
|---|
| 15 | 18 | | library hosts an event at which a man presenting as a woman or a |
|---|
| 16 | 19 | | woman presenting as a man reads a book or a story to a minor for |
|---|
| 17 | 20 | | entertainment and the person being dressed as the opposite gender |
|---|
| 18 | 21 | | is a primary component of the entertainment. The state and a |
|---|
| 19 | 22 | | political subdivision of the state may not provide funds to the |
|---|
| 20 | 23 | | municipal library for the fiscal year following the year in which |
|---|
| 21 | 24 | | the library hosts an event described by this section. |

| 22 | 25 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 23 | 26 | | to an event that occurs on or after the effective date of this Act. |

| 24 | 27 | | SECTION 3. This Act takes effect September 1, 2025. |
