88 AN ACT
99 relating to the accreditation of automotive technology courses
1010 offered by public schools.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter F, Chapter 29, Education Code, is
1313 amended by adding Section 29.195 to read as follows:
1414 Sec. 29.195. ACCREDITATION OF AUTOMOTIVE TECHNOLOGY COURSE
1515 REQUIRED. (a) In this section, "institute" means the National
1616 Institute for Automotive Service Excellence.
1717 (b) A school district or open-enrollment charter school
1818 that offers to students a course related to automotive technology
1919 shall ensure that the course is accredited by the institute.
2020 (c) A school district or open-enrollment charter school
2121 shall:
2222 (1) submit through the agency an application for
2323 institute accreditation; and
2424 (2) comply with all applicable procedural guidelines
2525 established by the agency or the institute.
2626 (d) From funds appropriated or otherwise available, the
2727 agency shall support school districts and open-enrollment charter
2828 schools to attain institute accreditation by paying the costs of
2929 required training, equipment upgrades, and application fees.
3030 (e) A school district or open-enrollment charter school may
3131 not spend money appropriated to the district or school for a course
3232 related to automotive technology for a state fiscal year until the
3333 district or school submits to the agency a report certifying the
3434 district's or school's compliance with this section during the
3535 preceding state fiscal year.
3636 (e-1) Notwithstanding Subsection (e), a school district or
3737 open-enrollment charter school that has not received institution
3838 accreditation for a course related to automotive technology may
3939 request an extension not to exceed one year from the agency. The
4040 agency may grant one additional extension not to exceed one year to
4141 a school district or open-enrollment charter school that
4242 demonstrates a good faith effort to attain institute accreditation.
4343 This subsection expires September 1, 2028.
4444 (f) The agency shall prepare and submit an annual written
4545 report to the governor, lieutenant governor, speaker of the house
4646 of representatives, and standing committees with primary
4747 jurisdiction over education that includes information on the
4848 progress of implementing this section.
4949 (g) The commissioner shall adopt rules necessary to
5050 implement this section.
5151 SECTION 2. Not later than December 1, 2025, the
5252 commissioner of education, in consultation with the State Board of
5353 Education, shall adopt rules to implement Section 29.195, Education
5454 Code, as added by this Act.
5555 SECTION 3. This Act applies beginning with the 2026-2027
5656 school year.
5757 SECTION 4. This Act takes effect September 1, 2025.
