7	14		AN ACT
8	15		relating to interstate notification by the voter registrar of
9	16		certain applicants for voter registration.
10	17		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
11	18		SECTION 1. Section 13.002(c), Election Code, is amended to
12	19		read as follows:
13	20		(c) A registration application must include:
14	21		(1) the applicant's first name, middle name, if any,
15	22		last name, and former name, if any;
16	23		(2) the month, day, and year of the applicant's birth;
17	24		(3) a statement that the applicant is a United States
18	25		citizen;
19	26		(4) a statement that the applicant is a resident of the
20	27		county;
21	28		(5) a statement that the applicant has not been
22	29		determined by a final judgment of a court exercising probate
23	30		jurisdiction to be:
24	31		(A) totally mentally incapacitated; or
25	32		(B) partially mentally incapacitated without the
26	33		right to vote;
27	34		(6) a statement that the applicant has not been
28	35		finally convicted of a felony or that the applicant is a felon
29	36		eligible for registration under Section 13.001;
30	37		(7) the applicant's residence address or, if the
31	38		residence has no address, the address at which the applicant
32	39		receives mail and a concise description of the location of the
33	40		applicant's residence;
34	41		(8) the following information:
35	42		(A) the applicant's Texas driver's license number
36	43		or the number of a personal identification card issued by the
37	44		Department of Public Safety;
38	45		(B) if the applicant has not been issued a number
39	46		described by Paragraph (A), the last four digits of the applicant's
40	47		social security number; or
41	48		(C) a statement by the applicant that the
42	49		applicant has not been issued a number described by Paragraph (A) or
43	50		(B);
44	51		(9) if the application is made by an agent, a statement
45	52		of the agent's relationship to the applicant; and
46	53		(10) the address, including the city and county, where
47	54		[in which] the applicant formerly resided.
48	55		SECTION 2. Section 13.072, Election Code, is amended by
49	56		adding Subsections (e), (f), and (g) to read as follows:
50	57		(e) If a voter registration application indicates the
51	58		applicant's previous residence was outside of this state, the voter
52	59		registrar shall document the applicant's full legal name, date of
53	60		birth, current address of residence, and previous address of
54	61		residence.
55	62		(f) The voter registrar shall compile the information
56	63		described by Subsection (e) to produce a monthly report. The
57	64		monthly report must be submitted to the secretary of state. The
58	65		monthly report must include the following for each voter:
59	66		(1) full legal name;
60	67		(2) date of birth;
61	68		(3) social security number, if provided;
62	69		(4) driver's license number, if provided;
63	70		(5) voter unique identifier number;
64	71		(6) current address of residence; and
65	72		(7) previous address of residence.
66	73		(g) On a monthly basis, the secretary of state shall, with
67	74		the information provided from the report submitted under Subsection
68	75		(f), notify the voter registrar with jurisdiction over the previous
69	76		residence of a voter described by Subsection (e) that the voter may
70	77		be removed from that jurisdiction's voter registration list.
71	78		SECTION 3. This Act takes effect September 1, 2025.
