613 A BILL TO BE ENTITLED
714 AN ACT
815 relating to interstate notification by the voter registrar of
916 certain applicants for voter registration.
1017 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1118 SECTION 1. Section 13.002(c), Election Code, is amended to
1219 read as follows:
1320 (c) A registration application must include:
1421 (1) the applicant's first name, middle name, if any,
1522 last name, and former name, if any;
1623 (2) the month, day, and year of the applicant's birth;
1724 (3) a statement that the applicant is a United States
1825 citizen;
1926 (4) a statement that the applicant is a resident of the
2027 county;
2128 (5) a statement that the applicant has not been
2229 determined by a final judgment of a court exercising probate
2330 jurisdiction to be:
2431 (A) totally mentally incapacitated; or
2532 (B) partially mentally incapacitated without the
2633 right to vote;
2734 (6) a statement that the applicant has not been
2835 finally convicted of a felony or that the applicant is a felon
2936 eligible for registration under Section 13.001;
3037 (7) the applicant's residence address or, if the
3138 residence has no address, the address at which the applicant
3239 receives mail and a concise description of the location of the
3340 applicant's residence;
3441 (8) the following information:
3542 (A) the applicant's Texas driver's license number
3643 or the number of a personal identification card issued by the
3744 Department of Public Safety;
3845 (B) if the applicant has not been issued a number
3946 described by Paragraph (A), the last four digits of the applicant's
4047 social security number; or
4148 (C) a statement by the applicant that the
4249 applicant has not been issued a number described by Paragraph (A) or
4350 (B);
4451 (9) if the application is made by an agent, a statement
4552 of the agent's relationship to the applicant; and
4653 (10) the address, including the city and county, where
4754 [in which] the applicant formerly resided.
4855 SECTION 2. Section 13.072, Election Code, is amended by
4956 adding Subsections (e), (f), and (g) to read as follows:
5057 (e) If a voter registration application indicates the
5158 applicant's previous residence was outside of this state, the voter
5259 registrar shall document the applicant's full legal name, date of
5360 birth, current address of residence, and previous address of
5461 residence.
5562 (f) The voter registrar shall compile the information
5663 described by Subsection (e) to produce a monthly report. The
5764 monthly report must be submitted to the secretary of state. The
5865 monthly report must include the following for each voter:
5966 (1) full legal name;
6067 (2) date of birth;
6168 (3) social security number, if provided;
6269 (4) driver's license number, if provided;
6370 (5) voter unique identifier number;
6471 (6) current address of residence; and
6572 (7) previous address of residence.
6673 (g) On a monthly basis, the secretary of state shall, with
6774 the information provided from the report submitted under Subsection
6875 (f), notify the voter registrar with jurisdiction over the previous
6976 residence of a voter described by Subsection (e) that the voter may
7077 be removed from that jurisdiction's voter registration list.
7178 SECTION 3. This Act takes effect September 1, 2025.
