77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to training requirements for public school board of
1010 trustees members and superintendents regarding the adoption of a
1111 trauma-informed school standard.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter A, Chapter 11, Education Code, is
1414 amended by adding Section 11.004 to read as follows:
1515 Sec. 11.004. TRAINING FOR SCHOOL BOARD MEMBERS AND
1616 SUPERINTENDENTS REGARDING TRAUMA-INFORMED SCHOOL STANDARD. (a)
1717 Each member of the board of trustees and the superintendent of a
1818 school district must complete an agency-approved course of
1919 instruction regarding the adoption and administration of a
2020 trauma-informed school standard. A course required under this
2121 section must be completed:
2222 (1) by a school board member, on election or
2323 reelection; or
2424 (2) by a superintendent, every four years.
2525 (b) A course of instruction described by Subsection (a) must
2626 provide information, relevant to and within the scope of the duties
2727 of a school board member or superintendent, regarding:
2828 (1) recognition of and care for trauma in students and
2929 educators;
3030 (2) the relationship between educator wellness and
3131 student learning;
3232 (3) the effect of trauma on student behavior and
3333 learning;
3434 (4) the prevalence of trauma among students, including
3535 the prevalence of trauma among student populations at higher risk
3636 of experiencing trauma;
3737 (5) the effects of implicit or explicit bias on
3838 recognizing trauma among various racial or ethnic groups of
3939 students; and
4040 (6) effective district and campus policies and
4141 practices shown to:
4242 (A) prevent and mitigate the negative effect of
4343 trauma on student behavior and learning; and
4444 (B) support the emotional wellness of educators.
4545 (c) A school district shall submit for agency approval any
4646 course of instruction identified by the district as satisfying the
4747 requirements of Subsection (b).
4848 (d) The agency may approve both in-person and online courses
4949 of instruction to satisfy the requirements of this section,
5050 including courses provided by community-based nonprofit
5151 organizations with expertise concerning trauma-informed school
5252 standards.
5353 (e) The State Board of Education shall propose rules that
5454 allow:
5555 (1) a school board member to satisfy the training
5656 requirements under Section 11.159 for completion of the training
5757 required under this section; and
5858 (2) a superintendent to receive credit toward the
5959 superintendent's continuing education requirements under Section
6060 21.054 for completion of the training required under this section.
6161 SECTION 2. Not later than December 1, 2025, the Texas
6262 Education Agency shall approve one or more courses of instruction
6363 to satisfy the training requirements of Section 11.004, Education
6464 Code, as added by this Act.
6565 SECTION 3. This Act takes effect immediately if it receives
6666 a vote of two-thirds of all the members elected to each house, as
6767 provided by Section 39, Article III, Texas Constitution. If this
6868 Act does not receive the vote necessary for immediate effect, this
6969 Act takes effect September 1, 2025.
