| 15 | 15 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 16 | 16 | | SECTION 1. Section 11.151(d), Education Code, is amended to |

| 17 | 17 | | read as follows: |

| 18 | 18 | | (d) The trustees may adopt rules and bylaws necessary to |
|---|
| 19 | 19 | | carry out the powers and duties provided by Subsection (b). The |
|---|
| 20 | 20 | | trustees may not adopt or enforce a rule, bylaw, or any other policy |
|---|
| 21 | 21 | | that restricts a trustee's ability to share the trustee's opinion on |
|---|
| 22 | 22 | | a matter voted on by the board of trustees or any other school |
|---|
| 23 | 23 | | district matter. |
