88 AN ACT
99 relating to the disclosure of a public school student's numerical
1010 class rank.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter B, Chapter 28, Education Code, is
1313 amended by adding Section 28.02521 to read as follows:
1414 Sec. 28.02521. DISCLOSURE OF CLASS RANKINGS. (a)
1515 Notwithstanding any other law, a school district may not disclose
1616 the numerical class rank of a student until the student enters the
1717 11th grade. A school district may disclose the numerical class rank
1818 of a student in a grade below the 11th grade who demonstrates a
1919 reasonable need to know the student's numerical class rank,
2020 including for purposes of applying to an academic program that
2121 requires disclosure of the student's numerical class rank.
2222 (b) A school district may disclose a student's grade point
2323 average and percentile rank at any time.
2424 SECTION 2. This Act applies beginning with the 2025-2026
2525 school year.
2626 SECTION 3. This Act takes effect immediately if it receives
2727 a vote of two-thirds of all the members elected to each house, as
2828 provided by Section 39, Article III, Texas Constitution. If this
2929 Act does not receive the vote necessary for immediate effect, this
3030 Act takes effect September 1, 2025.
