611 A BILL TO BE ENTITLED
712 AN ACT
813 relating to participation in the Texas Leadership Scholars Program.
914 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1015 SECTION 1. Section 61.891, Education Code, is amended by
1116 adding Subdivision (4) to read as follows:
1217 (4) "Eligible institution" means a general academic
1318 teaching institution as defined by Section 61.003.
1419 SECTION 2. Section 61.897, Education Code, is amended by
1520 amending Subsection (a) and adding Subsection (a-1) to read as
1621 follows:
1722 (a) The board, in consultation with general academic
1823 teaching institutions, shall adopt rules for the administration of
1924 the program, including rules providing for the amount and
2025 permissible uses of a scholarship awarded under the program. The
2126 rules must provide that:
2227 (1) the amount of a research scholarship is at least
2328 150 percent of the amount of a leadership scholarship; [and]
2429 (2) a student may not receive a scholarship under
2530 either the leadership or research scholarship program for more than
2631 four years per student per program; and
2732 (3) each eligible institution receives at least one
2833 research scholarship award with remaining research scholarships
2934 awarded to eligible institutions based, in part, on the number of
3035 research doctoral degrees awarded by each institution.
3136 (a-1) In adopting rules under this subchapter, the board may
3237 not adopt a rule that:
3338 (1) limits the general academic teaching institutions
3439 that may participate in the program; or
3540 (2) gives preference to students enrolled in certain
3641 general academic teaching institutions.
3742 SECTION 3. As soon as practicable after the effective date
3843 of this Act, the Texas Higher Education Coordinating Board shall
3944 adopt rules to implement Section 61.897, Education Code, as
4045 amended by this Act.
4146 SECTION 4. This Act takes effect immediately if it receives
4247 a vote of two-thirds of all the members elected to each house, as
4348 provided by Section 39, Article III, Texas Constitution. If this
4449 Act does not receive the vote necessary for immediate effect, this
4550 Act takes effect September 1, 2025.
