77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a webpage and mobile application for the provision of
1010 pregnancy-related resources and information.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Chapter 161, Health and Safety Code, is amended
1313 by adding Subchapter Z to read as follows:
1414 SUBCHAPTER Z. PREGNANCY-RELATED RESOURCES AND INFORMATION
1515 Sec. 161.751. PREGNANCY-RELATED RESOURCES AND INFORMATION
1616 WEBPAGE. (a) The commission, in consultation with the Department
1717 of Information Resources, shall develop and maintain on the
1818 Texas.gov Internet website a publicly accessible, mobile-friendly
1919 webpage of pregnancy-related resources and information, including:
2020 (1) any available resources for:
2121 (A) mental health counseling, pregnancy
2222 counseling, and other prenatal and postpartum services;
2323 (B) mentorship opportunities, including
2424 pregnancy assistance and case management;
2525 (C) health care and well-being services,
2626 including services for obstetrical and gynecological support,
2727 abortion pill reversal, breastfeeding assistance, health care, and
2828 dental care;
2929 (D) financial assistance, employment
3030 opportunities, nutrition assistance, child care options, and
3131 educational opportunities;
3232 (E) legal services, including legal services for
3333 child support, custody issues, family leave, and breastfeeding
3434 protections;
3535 (F) professional support, including tax
3636 preparation;
3737 (G) financial and housing assistance, including
3838 assistance with food, nutrition, clothing, household goods, baby
3939 supplies, housing options, shelter options, maternity home
4040 options, and crisis pregnancy center options;
4141 (H) recovery and mental health services,
4242 including services for addiction or suicide intervention,
4343 counseling services for victims of intimate partner violence,
4444 sexual assault, or sex trafficking, and counseling services for the
4545 unexpected loss of a child;
4646 (I) prenatal diagnostic services and postnatal
4747 pediatric hospice services, including disability support
4848 organizations, newborn medical interventions, and supportive
4949 palliative care;
5050 (J) healing and support services for abortion
5151 survivors and the survivors' families; and
5252 (K) services related to providing care for
5353 children, including services for public and private adoption,
5454 kinship care, foster care, and short-term child care;
5555 (2) any available information about:
5656 (A) alternatives to abortion;
5757 (B) abortion risks, including complications and
5858 failures;
5959 (C) child development beginning at conception;
6060 (D) pregnancy wellness;
6161 (E) family planning;
6262 (F) the Healthy Texas Women program defined by
6363 Section 32.151;
6464 (G) the Thriving Texas Families program
6565 administered by the commission;
6666 (H) safe haven laws, including newborn safety
6767 devices and designated emergency infant care providers, as defined
6868 by Section 262.301, Family Code; and
6969 (I) any pregnancy-related services provided by a
7070 county in this state; and
7171 (3) any other resources or information considered
7272 helpful to pregnant women.
7373 (b) The webpage described by Subsection (a) must:
7474 (1) through a series of questions, provide the person
7575 accessing the webpage information tailored to the person's answers,
7676 including information regarding risks related to abortion at all
7777 stages of gestation;
7878 (2) allow for webpage users to submit feedback
7979 regarding whether the webpage is user-friendly and helpful in
8080 providing tailored answers described by Subdivision (1); and
8181 (3) include a tool to search for resources described
8282 by Subsection (a) by zip code and county.
8383 Sec. 161.752. PREGNANCY-RELATED RESOURCES AND INFORMATION
8484 MOBILE APPLICATION. The commission, in consultation with the
8585 Department of Information Resources, may develop a mobile
8686 application that:
8787 (1) provides the resources and information described
8888 by Section 161.751(a); and
8989 (2) satisfies the requirements described by Section
9090 161.751(b).
9191 SECTION 2. This Act takes effect September 1, 2025.
