10 | 10 | | pregnancy-related resources and information. |

11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. Chapter 161, Health and Safety Code, is amended |
---|
13 | 13 | | by adding Subchapter Z to read as follows: |
---|
14 | 14 | | SUBCHAPTER Z. PREGNANCY-RELATED RESOURCES AND INFORMATION |
---|
15 | 15 | | Sec. 161.751. PREGNANCY-RELATED RESOURCES AND INFORMATION |
---|
16 | 16 | | WEBPAGE. (a) The commission, in consultation with the Department |
---|
17 | 17 | | of Information Resources, shall develop and maintain on the |
---|
18 | 18 | | Texas.gov Internet website a publicly accessible, mobile-friendly |
---|
19 | 19 | | webpage of pregnancy-related resources and information, including: |
---|
20 | 20 | | (1) any available resources for: |
---|
21 | 21 | | (A) mental health counseling, pregnancy |
---|
22 | 22 | | counseling, and other prenatal and postpartum services; |
---|
23 | 23 | | (B) mentorship opportunities, including |
---|
24 | 24 | | pregnancy assistance and case management; |
---|
25 | 25 | | (C) health care and well-being services, |
---|
26 | 26 | | including services for obstetrical and gynecological support, |
---|
27 | 27 | | abortion pill reversal, breastfeeding assistance, health care, and |
---|
28 | 28 | | dental care; |
---|
29 | 29 | | (D) financial assistance, employment |
---|
30 | 30 | | opportunities, nutrition assistance, child care options, and |
---|
31 | 31 | | educational opportunities; |
---|
32 | 32 | | (E) legal services, including legal services for |
---|
33 | 33 | | child support, custody issues, family leave, and breastfeeding |
---|
34 | 34 | | protections; |
---|
35 | 35 | | (F) professional support, including tax |
---|
36 | 36 | | preparation; |
---|
37 | 37 | | (G) financial and housing assistance, including |
---|
38 | 38 | | assistance with food, nutrition, clothing, household goods, baby |
---|
39 | 39 | | supplies, housing options, shelter options, maternity home |
---|
40 | 40 | | options, and crisis pregnancy center options; |
---|
41 | 41 | | (H) recovery and mental health services, |
---|
42 | 42 | | including services for addiction or suicide intervention, |
---|
43 | 43 | | counseling services for victims of intimate partner violence, |
---|
44 | 44 | | sexual assault, or sex trafficking, and counseling services for the |
---|
45 | 45 | | unexpected loss of a child; |
---|
46 | 46 | | (I) prenatal diagnostic services and postnatal |
---|
47 | 47 | | pediatric hospice services, including disability support |
---|
48 | 48 | | organizations, newborn medical interventions, and supportive |
---|
49 | 49 | | palliative care; |
---|
50 | 50 | | (J) healing and support services for abortion |
---|
51 | 51 | | survivors and the survivors' families; and |
---|
52 | 52 | | (K) services related to providing care for |
---|
53 | 53 | | children, including services for public and private adoption, |
---|
54 | 54 | | kinship care, foster care, and short-term child care; |
---|
55 | 55 | | (2) any available information about: |
---|
56 | 56 | | (A) alternatives to abortion; |
---|
57 | 57 | | (B) abortion risks, including complications and |
---|
58 | 58 | | failures; |
---|
59 | 59 | | (C) child development beginning at conception; |
---|
60 | 60 | | (D) pregnancy wellness; |
---|
61 | 61 | | (E) family planning; |
---|
62 | 62 | | (F) the Healthy Texas Women program defined by |
---|
63 | 63 | | Section 32.151; |
---|
64 | 64 | | (G) the Thriving Texas Families program |
---|
65 | 65 | | administered by the commission; |
---|
66 | 66 | | (H) safe haven laws, including newborn safety |
---|
67 | 67 | | devices and designated emergency infant care providers, as defined |
---|
68 | 68 | | by Section 262.301, Family Code; and |
---|
69 | 69 | | (I) any pregnancy-related services provided by a |
---|
70 | 70 | | county in this state; and |
---|
71 | 71 | | (3) any other resources or information considered |
---|
72 | 72 | | helpful to pregnant women. |
---|
73 | 73 | | (b) The webpage described by Subsection (a) must: |
---|
74 | 74 | | (1) through a series of questions, provide the person |
---|
75 | 75 | | accessing the webpage information tailored to the person's answers, |
---|
76 | 76 | | including information regarding risks related to abortion at all |
---|
77 | 77 | | stages of gestation; |
---|
78 | 78 | | (2) allow for webpage users to submit feedback |
---|
79 | 79 | | regarding whether the webpage is user-friendly and helpful in |
---|
80 | 80 | | providing tailored answers described by Subdivision (1); and |
---|
81 | 81 | | (3) include a tool to search for resources described |
---|
82 | 82 | | by Subsection (a) by zip code and county. |
---|
83 | 83 | | Sec. 161.752. PREGNANCY-RELATED RESOURCES AND INFORMATION |
---|
84 | 84 | | MOBILE APPLICATION. The commission, in consultation with the |
---|
85 | 85 | | Department of Information Resources, may develop a mobile |
---|
86 | 86 | | application that: |
---|
87 | 87 | | (1) provides the resources and information described |
---|
88 | 88 | | by Section 161.751(a); and |
---|
89 | 89 | | (2) satisfies the requirements described by Section |
---|
90 | 90 | | 161.751(b). |
---|
91 | 91 | | SECTION 2. This Act takes effect September 1, 2025. |
