88 AN ACT
99 relating to the establishment of a higher education plan for human
1010 papillomavirus education and prevention.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter Z, Chapter 51, Education Code, is
1313 amended by adding Section 51.9196 to read as follows:
1414 Sec. 51.9196. HUMAN PAPILLOMAVIRUS HIGHER EDUCATION PLAN
1515 AND EDUCATION AND PREVENTION PROGRAM. (a) In this section:
1616 (1) "Coordinating board" means the Texas Higher
1717 Education Coordinating Board.
1818 (2) "Department" means the Department of State Health
1919 Services.
2020 (3) "Institution of higher education" has the meaning
2121 assigned by Section 61.003.
2222 (b) The department, using existing resources and programs
2323 to the extent possible, shall develop a state plan for preventing
2424 and treating human papillomavirus and the health problems caused by
2525 the infection among students enrolled at institutions of higher
2626 education. The plan must include strategies for preventing and
2727 treating human papillomavirus and related health problems in
2828 specific demographic groups that are disproportionately affected
2929 by the infection.
3030 (c) In developing the plan, the department shall seek the
3131 advice of:
3232 (1) the public, including advocates who have been
3333 infected with human papillomavirus;
3434 (2) each state agency that provides services to
3535 persons infected with human papillomavirus or that is assigned
3636 duties related to health problems caused by human papillomavirus,
3737 including the Health and Human Services Commission and the
3838 coordinating board;
3939 (3) any advisory body that addresses issues related to
4040 health problems caused by human papillomavirus;
4141 (4) public advocates concerned with issues related to
4242 health problems caused by human papillomavirus;
4343 (5) providers of services to persons with health
4444 problems caused by human papillomavirus; and
4545 (6) a statewide professional association of
4646 physicians.
4747 (d) The department shall review and modify as necessary the
4848 plan developed under Subsection (b) at least once every five years
4949 and may update the plan biennially.
5050 (e) The coordinating board and the department shall jointly
5151 develop a program to heighten awareness and enhance knowledge and
5252 understanding of human papillomavirus among students enrolled at
5353 institutions of higher education.
5454 (f) The program developed under Subsection (e) must require
5555 the coordinating board and the department to:
5656 (1) conduct health education, public awareness, and
5757 community outreach activities to promote public awareness and
5858 knowledge about the risk factors for, the value of early detection
5959 of, available screening services for, and the options available for
6060 the treatment of health problems caused by human papillomavirus;
6161 and
6262 (2) post on the coordinating board's and department's
6363 respective Internet websites the options available for the
6464 prevention, treatment, and detection of human papillomavirus
6565 infection and the health problems caused by the infection and
6666 information on the risk factors for, method of transmission of, and
6767 value of early detection of the infection.
6868 (g) The coordinating board and the department, using
6969 existing resources, may include in the program developed under
7070 Subsection (e) a study to estimate the current and future impact on
7171 this state of health problems caused by human papillomavirus.
7272 SECTION 2. This Act takes effect September 1, 2025.
