9 | 9 | | relating to requirements for courses in the core curriculum adopted |

10 | 10 | | by public institutions of higher education. |

11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. Subchapter S, Chapter 61, Education Code, is |
---|
13 | 13 | | amended by adding Section 61.8221 to read as follows: |
---|
14 | 14 | | Sec. 61.8221. REQUIREMENTS FOR COURSES IN CORE CURRICULUM. |
---|
15 | 15 | | A course in an institution of higher education's core curriculum |
---|
16 | 16 | | adopted under Section 61.822(b): |
---|
17 | 17 | | (1) may not: |
---|
18 | 18 | | (A) distort a significant historical event; |
---|
19 | 19 | | (B) include an aspect that teaches identity |
---|
20 | 20 | | politics; or |
---|
21 | 21 | | (C) be based on a theory that systemic racism, |
---|
22 | 22 | | sexism, oppression, or privilege is inherent in the institutions of |
---|
23 | 23 | | the United States or this state or was created to maintain social, |
---|
24 | 24 | | political, or economic inequities; and |
---|
25 | 25 | | (2) must impart: |
---|
26 | 26 | | (A) for a communication course, the ability to |
---|
27 | 27 | | communicate effectively, including the ability to write clearly and |
---|
28 | 28 | | engage in public speaking; |
---|
29 | 29 | | (B) for a mathematics course, an understanding of |
---|
30 | 30 | | key mathematical concepts and the application of appropriate |
---|
31 | 31 | | quantitative tools to everyday experience; |
---|
32 | 32 | | (C) for a life and physical science course, the |
---|
33 | 33 | | ability to critically examine and evaluate the principles of the |
---|
34 | 34 | | scientific method and an understanding of biology, life sciences, |
---|
35 | 35 | | anatomy, chemistry, physics, geology, astronomy, or computer |
---|
36 | 36 | | sciences; |
---|
37 | 37 | | (D) for a language course, an ability to speak, |
---|
38 | 38 | | read, and write in a foreign language; |
---|
39 | 39 | | (E) for a literature or philosophy course, an |
---|
40 | 40 | | understanding of the literary or philosophical development of |
---|
41 | 41 | | Western civilization; |
---|
42 | 42 | | (F) for an arts course, an appreciation of and |
---|
43 | 43 | | ability to analyze visual arts, performing arts, music, or film; |
---|
44 | 44 | | (G) for a United States history course, a broad |
---|
45 | 45 | | understanding of the history of the United States and of this state; |
---|
46 | 46 | | (H) for a United States government course, an |
---|
47 | 47 | | understanding of civics, including principles of the founding of |
---|
48 | 48 | | the United States, such as natural rights, liberty, equality, |
---|
49 | 49 | | democracy, separation of powers, checks and balances, federalism, |
---|
50 | 50 | | constitutional self-government, and the structure, function, and |
---|
51 | 51 | | roles of state and local governments; and |
---|
52 | 52 | | (I) for a behavioral and social science course, |
---|
53 | 53 | | an understanding of concepts and principles used in the analysis of |
---|
54 | 54 | | human behavior and of past and present social, political, and |
---|
55 | 55 | | economic issues. |
---|
56 | 56 | | SECTION 2. Section 61.8221, Education Code, as added by |
---|
57 | 57 | | this Act, applies beginning with the 2025-2026 academic year. |
---|
58 | 58 | | SECTION 3. This Act takes effect immediately if it receives |
---|
59 | 59 | | a vote of two-thirds of all the members elected to each house, as |
---|
60 | 60 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
61 | 61 | | Act does not receive the vote necessary for immediate effect, this |
---|
62 | 62 | | Act takes effect September 1, 2025. |
