77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to requirements for courses in the core curriculum adopted
1010 by public institutions of higher education.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter S, Chapter 61, Education Code, is
1313 amended by adding Section 61.8221 to read as follows:
1414 Sec. 61.8221. REQUIREMENTS FOR COURSES IN CORE CURRICULUM.
1515 A course in an institution of higher education's core curriculum
1616 adopted under Section 61.822(b):
1717 (1) may not:
1818 (A) distort a significant historical event;
1919 (B) include an aspect that teaches identity
2020 politics; or
2121 (C) be based on a theory that systemic racism,
2222 sexism, oppression, or privilege is inherent in the institutions of
2323 the United States or this state or was created to maintain social,
2424 political, or economic inequities; and
2525 (2) must impart:
2626 (A) for a communication course, the ability to
2727 communicate effectively, including the ability to write clearly and
2828 engage in public speaking;
2929 (B) for a mathematics course, an understanding of
3030 key mathematical concepts and the application of appropriate
3131 quantitative tools to everyday experience;
3232 (C) for a life and physical science course, the
3333 ability to critically examine and evaluate the principles of the
3434 scientific method and an understanding of biology, life sciences,
3535 anatomy, chemistry, physics, geology, astronomy, or computer
3636 sciences;
3737 (D) for a language course, an ability to speak,
3838 read, and write in a foreign language;
3939 (E) for a literature or philosophy course, an
4040 understanding of the literary or philosophical development of
4141 Western civilization;
4242 (F) for an arts course, an appreciation of and
4343 ability to analyze visual arts, performing arts, music, or film;
4444 (G) for a United States history course, a broad
4545 understanding of the history of the United States and of this state;
4646 (H) for a United States government course, an
4747 understanding of civics, including principles of the founding of
4848 the United States, such as natural rights, liberty, equality,
4949 democracy, separation of powers, checks and balances, federalism,
5050 constitutional self-government, and the structure, function, and
5151 roles of state and local governments; and
5252 (I) for a behavioral and social science course,
5353 an understanding of concepts and principles used in the analysis of
5454 human behavior and of past and present social, political, and
5555 economic issues.
5656 SECTION 2. Section 61.8221, Education Code, as added by
5757 this Act, applies beginning with the 2025-2026 academic year.
5858 SECTION 3. This Act takes effect immediately if it receives
5959 a vote of two-thirds of all the members elected to each house, as
6060 provided by Section 39, Article III, Texas Constitution. If this
6161 Act does not receive the vote necessary for immediate effect, this
6262 Act takes effect September 1, 2025.
