| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Chapter 306, Government Code, is amended by |
|---|
| 13 | 13 | | adding Section 306.0065 to read as follows: |
|---|
| 14 | 14 | | Sec. 306.0065. LEGISLATIVELY PRODUCED AUDIO AND VISUAL |
|---|
| 15 | 15 | | MATERIALS. (a) In this section, "visual materials" means |
|---|
| 16 | 16 | | photographic, video, or other material containing a still or moving |
|---|
| 17 | 17 | | recorded image or images. |
|---|
| 18 | 18 | | (b) All audio and visual materials produced by the |
|---|
| 19 | 19 | | legislature or by a house, committee, or agency of the legislature |
|---|
| 20 | 20 | | are public and not subject to copyright restrictions. |
|---|
| 21 | 21 | | SECTION 2. Sections 306.0055 and 306.006, Government Code, |
|---|
| 22 | 22 | | are repealed. |
|---|
| 23 | 23 | | SECTION 3. The repeal by this Act of Section 306.006, |
|---|
| 24 | 24 | | Government Code, does not apply to an offense committed under that |
|---|
| 25 | 25 | | section before the effective date of the repeal. An offense |
|---|
| 26 | 26 | | committed before the effective date of the repeal is governed by the |
|---|
| 27 | 27 | | law as it existed on the date the offense was committed, and the |
|---|
| 28 | 28 | | former law is continued in effect for that purpose. For purposes of |
|---|
| 29 | 29 | | this section, an offense was committed before the effective date of |
|---|
| 30 | 30 | | the repeal if any element of the offense occurred before that date. |
|---|
| 31 | 31 | | SECTION 4. This Act takes effect September 1, 2025. |
