---|
9 | 9 | | relating to the Task Force on Eating Disorders Prevalence. |

10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
11 | 11 | | SECTION 1. DEFINITIONS. In this Act: |
---|
12 | 12 | | (1) "Commission" means the Health and Human Services |
---|
13 | 13 | | Commission. |
---|
14 | 14 | | (2) "Department" means the Department of State Health |
---|
15 | 15 | | Services. |
---|
16 | 16 | | (3) "Task force" means the Task Force on Eating |
---|
17 | 17 | | Disorders Prevalence. |
---|
18 | 18 | | SECTION 2. PURPOSE. The Task Force on Eating Disorders |
---|
19 | 19 | | Prevalence is established to study, evaluate, and make |
---|
20 | 20 | | recommendations to the legislature based on the conclusions |
---|
21 | 21 | | published in the department's report, Eating Disorders Prevalence, |
---|
22 | 22 | | December 2024, regarding: |
---|
23 | 23 | | (1) treatment accessibility for individuals who have |
---|
24 | 24 | | low or no income and are living with an eating disorder; |
---|
25 | 25 | | (2) resource development for low- or no-income |
---|
26 | 26 | | individuals with an eating disorder living in rural areas; |
---|
27 | 27 | | (3) policy developments to assist residents of this |
---|
28 | 28 | | state with recovery from eating disorders; |
---|
29 | 29 | | (4) research and data collection to understand the |
---|
30 | 30 | | causes, prevalence, and effects of eating disorders on this state |
---|
31 | 31 | | and inform effective interventions and treatment; |
---|
32 | 32 | | (5) coordination of services and exploration of |
---|
33 | 33 | | collaboratives among various interested persons, including health |
---|
34 | 34 | | care providers, educators, mental health professionals, and |
---|
35 | 35 | | community organization members, to create an integrated and |
---|
36 | 36 | | cohesive response to eating disorders; and |
---|
37 | 37 | | (6) any recommendations for legislative or other |
---|
38 | 38 | | action necessary to assist people with eating disorders in this |
---|
39 | 39 | | state. |
---|
40 | 40 | | SECTION 3. TASK FORCE COMPOSITION. The task force is |
---|
41 | 41 | | composed of 14 members with expertise in eating disorders, |
---|
42 | 42 | | appointed by the executive commissioner of the commission as |
---|
43 | 43 | | follows: |
---|
44 | 44 | | (1) three members, each of whom specializes and has at |
---|
45 | 45 | | least five years of experience in treating eating disorders at a |
---|
46 | 46 | | health care facility or in private practice, including: |
---|
47 | 47 | | (A) at least one licensed professional counselor |
---|
48 | 48 | | as defined by Section 503.002, Occupations Code; and |
---|
49 | 49 | | (B) at least one licensed clinical social worker |
---|
50 | 50 | | as defined by Section 505.002, Occupations Code; |
---|
51 | 51 | | (2) two members who are physicians, each of whom |
---|
52 | 52 | | specializes and has at least five years of experience in treating |
---|
53 | 53 | | eating disorders; |
---|
54 | 54 | | (3) three members, each of whom is an employee of a |
---|
55 | 55 | | nonprofit organization that serves low- or no-income populations |
---|
56 | 56 | | and is a professional specializing in mental illness or drugs and |
---|
57 | 57 | | alcohol; |
---|
58 | 58 | | (4) two members of the public, each of whom: |
---|
59 | 59 | | (A) has experience as a caregiver to someone |
---|
60 | 60 | | living with an eating disorder; or |
---|
61 | 61 | | (B) has been diagnosed with an eating disorder; |
---|
62 | 62 | | (5) one member who is an attorney with expertise in |
---|
63 | 63 | | mental health issues; |
---|
64 | 64 | | (6) two certified nutritionists, each of whom |
---|
65 | 65 | | specializes and has at least five years of experience in treating |
---|
66 | 66 | | eating disorders; and |
---|
67 | 67 | | (7) one member representing any other entity as the |
---|
68 | 68 | | task force considers necessary. |
---|
69 | 69 | | SECTION 4. OFFICERS. (a) The task force shall, at its |
---|
70 | 70 | | initial meeting, elect from among the task force members a |
---|
71 | 71 | | presiding officer who will be responsible for calling and |
---|
72 | 72 | | conducting meetings. |
---|
73 | 73 | | (b) The task force may elect an assistant presiding officer |
---|
74 | 74 | | and secretary from among the task force members. |
---|
75 | 75 | | SECTION 5. MEETINGS. (a) The task force shall meet at least |
---|
76 | 76 | | two times each year, at a time and place determined by the presiding |
---|
77 | 77 | | officer of the task force. |
---|
78 | 78 | | (b) The task force may meet at other times the task force |
---|
79 | 79 | | considers appropriate. The presiding officer may call a meeting on |
---|
80 | 80 | | the presiding officer's own motion. |
---|
81 | 81 | | (c) The task force may meet by teleconference. |
---|
82 | 82 | | SECTION 6. COMPENSATION; REIMBURSEMENT. A member of the |
---|
83 | 83 | | task force may not receive compensation or reimbursement for the |
---|
84 | 84 | | member's service on the task force. |
---|
85 | 85 | | SECTION 7. GIFTS, GRANTS, AND DONATIONS. The task force may |
---|
86 | 86 | | accept gifts, grants, or donations on behalf of the task force to |
---|
87 | 87 | | carry out the task force's duties under this Act. |
---|
88 | 88 | | SECTION 8. APPLICATION OF OTHER LAW. Chapter 2110, |
---|
89 | 89 | | Government Code, does not apply to the task force. |
---|
90 | 90 | | SECTION 9. REPORT. (a) Not later than December 1, 2026, |
---|
91 | 91 | | the task force shall submit a written report on the task force's |
---|
92 | 92 | | evaluations, conclusions, recommendations, and summaries to the |
---|
93 | 93 | | legislature. |
---|
94 | 94 | | (b) The task force may post written evaluations, |
---|
95 | 95 | | conclusions, recommendations, and summaries on the department's |
---|
96 | 96 | | Internet website. |
---|
97 | 97 | | SECTION 10. ABOLISHMENT; EXPIRATION. The task force is |
---|
98 | 98 | | abolished and this Act expires September 1, 2027. |
---|
99 | 99 | | SECTION 11. EFFECTIVE DATE. This Act takes effect |
---|
100 | 100 | | immediately if it receives a vote of two-thirds of all the members |
---|
101 | 101 | | elected to each house, as provided by Section 39, Article III, Texas |
---|
102 | 102 | | Constitution. If this Act does not receive the vote necessary for |
---|
103 | 103 | | immediate effect, this Act takes effect September 1, 2025. |
