12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

13 | 13 | | SECTION 1. Subchapter A, Chapter 521, Transportation Code, |
---|
14 | 14 | | is amended by adding Section 521.012 to read as follows: |
---|
15 | 15 | | Sec. 521.012. VOLUNTARY CONTRIBUTION FOR GRANT PROGRAM FOR |
---|
16 | 16 | | NONPROFIT ORGANIZATIONS SUPPORTING DEPARTMENT OF PUBLIC SAFETY. |
---|
17 | 17 | | (a) When a person applies for an original or renewal driver's |
---|
18 | 18 | | license or personal identification certificate under this chapter, |
---|
19 | 19 | | the person may contribute $3 or more to the grant program for |
---|
20 | 20 | | nonprofit organizations supporting the Department of Public Safety |
---|
21 | 21 | | established under Section 411.013, Government Code. |
---|
22 | 22 | | (b) The department shall: |
---|
23 | 23 | | (1) include space on the first page of each |
---|
24 | 24 | | application for an original or renewal driver's license or personal |
---|
25 | 25 | | identification certificate that allows a person applying for an |
---|
26 | 26 | | original or renewal driver's license or personal identification |
---|
27 | 27 | | certificate to indicate the amount that the person is voluntarily |
---|
28 | 28 | | contributing to the grant program; and |
---|
29 | 29 | | (2) provide an opportunity for the person to |
---|
30 | 30 | | contribute to the grant program during the application process for |
---|
31 | 31 | | an original or renewal driver's license or personal identification |
---|
32 | 32 | | certificate on the department's Internet website. |
---|
33 | 33 | | (c) The department shall send any contribution made under |
---|
34 | 34 | | this section to the comptroller for deposit to the credit of the |
---|
35 | 35 | | nonprofit organizations supporting the Department of Public Safety |
---|
36 | 36 | | account established under Section 411.013, Government Code, not |
---|
37 | 37 | | later than the 14th day of each month. Before sending the money to |
---|
38 | 38 | | the comptroller, the department may deduct money equal to the |
---|
39 | 39 | | amount of reasonable expenses for administering this section. |
---|
40 | 40 | | SECTION 2. Subchapter C, Chapter 522, Transportation Code, |
---|
41 | 41 | | is amended by adding Section 522.0297 to read as follows: |
---|
42 | 42 | | Sec. 522.0297. VOLUNTARY CONTRIBUTION FOR GRANT PROGRAM FOR |
---|
43 | 43 | | NONPROFIT ORGANIZATIONS SUPPORTING DEPARTMENT OF PUBLIC SAFETY. |
---|
44 | 44 | | (a) When a person applies for an original or renewal commercial |
---|
45 | 45 | | driver's license under this chapter, the person may contribute $3 |
---|
46 | 46 | | or more to the grant program for nonprofit organizations supporting |
---|
47 | 47 | | the Department of Public Safety established under Section 411.013, |
---|
48 | 48 | | Government Code. |
---|
49 | 49 | | (b) The department shall: |
---|
50 | 50 | | (1) include space on the first page of each |
---|
51 | 51 | | application for an original or renewal commercial driver's license |
---|
52 | 52 | | that allows a person applying for an original or renewal commercial |
---|
53 | 53 | | driver's license to indicate the amount that the person is |
---|
54 | 54 | | voluntarily contributing to the grant program; and |
---|
55 | 55 | | (2) provide an opportunity for the person to |
---|
56 | 56 | | contribute to the grant program during the application process for |
---|
57 | 57 | | an original or renewal commercial driver's license on the |
---|
58 | 58 | | department's Internet website. |
---|
59 | 59 | | (c) The department shall send any contribution made under |
---|
60 | 60 | | this section to the comptroller for deposit to the credit of the |
---|
61 | 61 | | nonprofit organizations supporting the Department of Public Safety |
---|
62 | 62 | | account established under Section 411.013, Government Code, not |
---|

---|

66 | 66 | | SECTION 3. Section 411.013, Government Code, is amended by |
---|
67 | 67 | | adding Subsections (d) and (e) to read as follows: |
---|
68 | 68 | | (d) The department shall establish and administer a grant |
---|
69 | 69 | | program for and shall disburse funds to nonprofit organizations |
---|
70 | 70 | | that provide support to the department, including support for |
---|
71 | 71 | | employees of the department. Grant funds may be used only for |
---|
72 | 72 | | providing support to the department. The department shall |
---|
73 | 73 | | establish: |
---|
74 | 74 | | (1) grant application procedures; |
---|
75 | 75 | | (2) guidelines relating to grant amounts; and |
---|
76 | 76 | | (3) criteria for evaluating grant applications. |
---|
77 | 77 | | (e) The nonprofit organizations supporting the Department |
---|
78 | 78 | | of Public Safety account is created as a dedicated account in the |
---|
79 | 79 | | general revenue fund of the state treasury. Money in the account |
---|
80 | 80 | | may be appropriated only to the department for purposes of the grant |
---|
81 | 81 | | program established under Subsection (d). Funds distributed under |
---|
82 | 82 | | Subsection (d) are subject to audit by the comptroller. |
---|
83 | 83 | | SECTION 4. The changes in law made by this Act apply only to |
---|
84 | 84 | | a person who applies for an original or renewal driver's license, |
---|
85 | 85 | | commercial driver's license, or personal identification |
---|
86 | 86 | | certificate on or after January 1, 2026. |
---|
87 | 87 | | SECTION 5. This Act takes effect September 1, 2025. |
