                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION             April 2, 2025       TO: Honorable Brandon Creighton, Chair, Senate Committee on Education K-16     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB2231 by Hinojosa, Adam (Relating to requiring the Texas Higher Education Coordinating Board to waive fees for admission applications submitted to public institutions of higher education during certain periods.), As Introduced     No significant fiscal implication to the State is anticipated.Based on information provided by institutions of higher education, implementation of the bill could result in a loss of fee revenue at several of their component institutions. This revenue is classified as Institutional Funds which are not appropriated in the General Appropriations Act, and therefore not a cost to the State. The bill would require the Higher Education Coordinating Board to waive application fees for undergraduate admission to any public institution of higher education during the second full week of October. Based on information provided by institutions of higher education, implementation of the bill could result in a loss of fee revenue. This revenue is classified as Institutional Funds which are not appropriated in the General Appropriations Act, and therefore not a cost to the State.
