| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Subchapter C, Chapter 61, Education Code, is |
|---|
| 14 | 14 | | amended by adding Section 61.0731 to read as follows: |
|---|
| 15 | 15 | | Sec. 61.0731. WAIVER OF CERTAIN APPLICATION FEES; FREE |
|---|
| 16 | 16 | | COLLEGE APPLICATION WEEK. (a) The board shall designate the second |
|---|
| 17 | 17 | | full week of October as Free College Application Week. During the |
|---|
| 18 | 18 | | designated week, the board shall permit individuals in this state |
|---|
| 19 | 19 | | to apply to any institution of higher education for undergraduate |
|---|
| 20 | 20 | | admission without paying an application fee. |
|---|
| 21 | 21 | | (b) The board may adopt rules as necessary to implement |
|---|
| 22 | 22 | | Subsection (a). |
|---|
| 23 | 23 | | SECTION 2. Section 61.0731, Education Code, as added by |
|---|
| 24 | 24 | | this Act, applies beginning with the 2025-2026 academic year. |
|---|
| 25 | 25 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 26 | 26 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 27 | 27 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 28 | 28 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 29 | 29 | | Act takes effect September 1, 2025. |
|---|
