| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Subchapter A, Chapter 2306, Government Code, is |
|---|
| 14 | 14 | | amended by adding Section 2306.009 to read as follows: |
|---|
| 15 | 15 | | Sec. 2306.009. REQUIRED REPORT ON CERTAIN MULTIFAMILY |
|---|
| 16 | 16 | | RESIDENTIAL DEVELOPMENTS; PUBLIC DATABASE. (a) This section |
|---|
| 17 | 17 | | applies only to a multifamily residential development that: |
|---|
| 18 | 18 | | (1) receives financial assistance administered under |
|---|
| 19 | 19 | | Chapter 1372; |
|---|
| 20 | 20 | | (2) is allocated housing tax credits under Subchapter |
|---|
| 21 | 21 | | DD; or |
|---|
| 22 | 22 | | (3) receives a property tax exemption in accordance |
|---|
| 23 | 23 | | with Section 303.042, Local Government Code. |
|---|
| 24 | 24 | | (b) Not later than January 1 of each year, each political |
|---|
| 25 | 25 | | subdivision that contains in the political subdivision's |
|---|
| 26 | 26 | | boundaries a multifamily residential development to which this |
|---|
| 27 | 27 | | section applies shall submit to the department a report that |
|---|
| 28 | 28 | | contains: |
|---|
| 29 | 29 | | (1) a list of each of those developments that, during |
|---|
| 30 | 30 | | the preceding year, were: |
|---|
| 31 | 31 | | (A) in operation and receiving the benefits |
|---|
| 32 | 32 | | described by Subsection (a); or |
|---|
| 33 | 33 | | (B) being constructed or rehabilitated; and |
|---|
| 34 | 34 | | (2) for each development described by Subdivision (1): |
|---|
| 35 | 35 | | (A) the name of the developer; |
|---|
| 36 | 36 | | (B) the appraised or estimated value; |
|---|
| 37 | 37 | | (C) the length of the term for which the |
|---|
| 38 | 38 | | development was awarded the benefit described by Subsection (a); |
|---|
| 39 | 39 | | and |
|---|
| 40 | 40 | | (D) any other information the department |
|---|
| 41 | 41 | | requires. |
|---|
| 42 | 42 | | (c) The department shall implement a publicly accessible |
|---|
| 43 | 43 | | database that includes: |
|---|
| 44 | 44 | | (1) the name of each political subdivision that |
|---|
| 45 | 45 | | submits a report under Subsection (b); and |
|---|
| 46 | 46 | | (2) the information included in each report, |
|---|
| 47 | 47 | | aggregated by political subdivision. |
|---|
| 48 | 48 | | (d) The department shall maintain information in the |
|---|
| 49 | 49 | | database implemented under Subsection (c) for each multifamily |
|---|
| 50 | 50 | | residential development included in a report under Subsection (b) |
|---|
| 51 | 51 | | for not less than two years after the date the development's |
|---|
| 52 | 52 | | benefits described by Subsection (a) have ended. |
|---|
| 53 | 53 | | (e) Not later than March 1 of each year, the department |
|---|
| 54 | 54 | | shall prepare and submit to the legislature a written report that |
|---|
| 55 | 55 | | contains the information contained in the database implemented |
|---|
| 56 | 56 | | under Subsection (c). |
|---|
| 57 | 57 | | SECTION 2. This Act takes effect September 1, 2025. |
