| 12 | 12 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 13 | 13 | SECTION 1. Subchapter M-1, Chapter 5, Water Code, is | |
| 14 | 14 | amended by adding Section 5.588 to read as follows: | |
| 15 | 15 | Sec. 5.588. SUBMISSION OF PUBLIC COMMENTS BY E-MAIL. The | |
| 16 | 16 | commission shall establish procedures allowing a person to submit a | |
| 17 | 17 | comment by e-mail during any public comment period required by | |
| 18 | 18 | other law regarding a permit application. | |
| 19 | 19 | SECTION 2. The change in law made by this Act applies only | |
| 20 | 20 | to an application for a permit that is filed with the Texas | |
| 21 | 21 | Commission on Environmental Quality on or after the effective date | |
| 22 | 22 | of this Act. An application for a permit filed before the effective | |
| 23 | 23 | date of this Act is governed by the law in effect on the date of | |
| 24 | 24 | filing, and that law is continued in effect for that purpose. | |
| 25 | 25 | SECTION 3. This Act takes effect September 1, 2025. |
