138 relating to the creation of an electronic platform and submission
14- portal, known as My Texas Future, to facilitate public high school
15- students' awareness of and application to institutions of higher
16- education using the electronic common admission application form.

1713 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
18- SECTION 1. Section 28.025(c), Education Code, is amended to

30- amended by adding Section 28.0257 to read as follows:
31- Sec. 28.0257. DIRECT ADMISSIONS DATA SHARING OPT-IN
32- ELECTION FOR HIGH SCHOOL GRADUATION. (a) In this section:

3733 (b) Except as provided by Subsection (c), before graduating

5147 (2) The student signs and submits the form described
5248 by Subdivision (1) on the student's own behalf if the student is 18
5349 years of age or older or the student's disabilities of minority have
5450 been removed for general purposes under Chapter 31, Family Code; or
5551 (3) A school counselor authorizes in writing the
5652 student to decline to complete and submit the information necessary
5753 to participate in a program offered under subsection (b).
5854 (d) Each school district or open-enrollment charter school
5955 shall use a form adopted by the Coordinating Board, in consultation
60- with the Texas Education Agency, to allow a student to opt out
56+ with the Texas Education Agency, to allow a student to opt-out
6157 pursuant to subsection (c). The form shall:
6258 (1) Provide the student or the student's parent or
6359 other person standing in parental relation, as applicable, the

6662 education to facilitate the student's participation in a program
6763 offered under subsection (b); and
6864 (2) Be made available in English, Spanish, and any
6965 other language spoken by a majority of the students enrolled in a
7066 bilingual education or special language program under Subchapter B,
7167 Chapter 29, in the district or school.
72- SECTION 3. Section 51.763, Education Code, is amended by
73- adding Subsection (d) to read as follows:

7975 ApplyTexas.Org or via MyTexasFuture.Org.
8076 SECTION 4. Subchapter C, Chapter 61, Education Code, is
8177 amended by adding Section 61.0511 to read as follows:
8278 Sec. 61.0511. Direct Admissions and Financial Aid Portal at
83- MYTEXASFUTURE.ORG. (a) The board shall create, maintain, and
84- administer an electronic platform and submission portal, known as
85- My Texas Future (MyTexasFuture.Org), to facilitate the awareness
86- and application of students into institutions of higher education.

92- (2) a direct admissions program that lists
93- institution's of higher education to which a student may be
94- directly admitted based on the student's profile and information;
88+ established pursuant to Section 51, Subchapter S;
89+ (2) A Direct Admission's program that lists
90+ institution of higher education to which a student may be directly
91+ admitted based on the student's profile and information;
9592 (3) To the greatest extent possible, a list of
9693 financial aid awards that a student may be eligible to receive based
9794 on the student's profile and information; and
9895 (4) The data required by Section 61.09022 to assist
99- students in assessing the value of postsecondary credentials by
96+ students in assessing the value of post-secondary credentials by
10097 program.
10198 (c) A Texas school district or an open-enrollment charter
10299 school shall as part of the high school registration process
103- annually notify, in a manner prescribed by board rule, each parent
104- or guardian of a student who has earned at least three high school
105- course credits or not later than the end of a student's first
106- semester of ninth grade:
100+ annually notify, in a manner prescribed by coordinating board rule,

107104 (1) Of the option to create or update annually a
108105 profile and account in My Texas Future;

111108 (3) That a student or parent of a student who creates a
112- profile and account under this section, may opt out of one or more

148- under this subsection without requesting a decision from the

155154 SECTION 7. This Act takes effect immediately if it receives
156155 a vote of two-thirds of all the members elected to each house, as
157156 provided by Section 39, Article III, Texas Constitution. If this
158157 Act does not receive the vote necessary for immediate effect, this
159158 Act takes effect September 1, 2025.
