77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a comprehensive review of the centralized accounting
1010 and payroll system by the Department of Information Resources.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. DEFINITIONS. In this Act:
1313 (1) "Department" means the Department of Information
1414 Resources.
1515 (2) "System" means the centralized accounting and
1616 payroll system developed under Sections 2101.031, 2101.035, and
1717 2101.036, Government Code.
1818 SECTION 2. COMPREHENSIVE SYSTEM REVIEW. (a) The
1919 department shall conduct a comprehensive review of the system to
2020 assess:
2121 (1) system effectiveness in:
2222 (A) satisfying state agencies' financial and
2323 personnel management needs, including payroll;
2424 (B) maintaining data security;
2525 (C) maintaining compliance with state and
2626 federal regulations; and
2727 (D) ensuring transparency in financial
2828 reporting;
2929 (2) any financial benefits to this state resulting
3030 from the system's implementation and operation, including cost
3131 savings and increased efficiencies;
3232 (3) any potential financial risks to this state in
3333 operating the system; and
3434 (4) system impact on state agency operational
3535 efficiency, including:
3636 (A) integration with other technology systems;
3737 (B) ease of use;
3838 (C) personnel training requirements; and
3939 (D) personnel efficiency.
4040 (b) The department shall evaluate the system to determine
4141 whether the system operates within the strategic goals of this
4242 state's digital services strategy, including the system's
4343 compatibility with continuing legacy modernization initiatives.
4444 (c) In conducting the review, the department shall consider
4545 comments from interested persons, including state agency
4646 representatives, external auditors, and other experts.
4747 SECTION 3. REPORT AND RECOMMENDATIONS. (a) Not later than
4848 September 1, 2026, the department shall submit a report to the
4949 governor, the lieutenant governor, the speaker of the house of
5050 representatives, and each standing committee of the senate and
5151 house of representatives with oversight jurisdiction over state
5252 information technology.
5353 (b) The report required under Subsection (a) of this section
5454 must include:
5555 (1) the results of the comprehensive review conducted
5656 under Section 2 of this Act, including an analysis of the system's
5757 performance and the financial benefits for and operational impacts
5858 on state agencies;
5959 (2) any recommendations to improve the system,
6060 including proposed enhancements to system functionality, changes
6161 to operational processes, and any potential cost-saving measures;
6262 (3) a timeline for implementing any recommended system
6363 improvements, including estimated costs and resource requirements;
6464 and
6565 (4) specific recommendations for legislative or
6666 administrative actions to address any department-identified
6767 opportunities for improvement of the system or reduction of system
6868 costs.
6969 SECTION 4. IMPLEMENTATION OF RECOMMENDATIONS. (a) The
7070 department shall collaborate with the Legislative Budget Board, the
7171 comptroller, and any other relevant state agencies to implement any
7272 administrative recommendations arising from the report required
7373 under Section 3 of this Act.
7474 (b) The department shall ensure that any system
7575 improvements identified in the report required under Section 3 of
7676 this Act are prioritized and executed in alignment with this
7777 state's digital transformation goals, as detailed in the 2022-2026
7878 State Strategic Plan for Information Resources Management.
7979 SECTION 5. EXPIRATION DATE. This Act expires January 1,
8080 2027.
8181 SECTION 6. EFFECTIVE DATE. This Act takes effect
8282 immediately if it receives a vote of two-thirds of all the members
8383 elected to each house, as provided by Section 39, Article III, Texas
8484 Constitution. If this Act does not receive the vote necessary for
8585 immediate effect, this Act takes effect September 1, 2025.
