11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. Subchapter C, Chapter 39A, Education Code, is |
---|
13 | 13 | | amended by adding Section 39A.1011 to read as follows: |
---|
14 | 14 | | Sec. 39A.1011. CAMPUS TURNAROUND PLAN TO OPERATE AS |
---|
15 | 15 | | COMMUNITY SCHOOL. (a) A campus turnaround plan may permit a campus |
---|
16 | 16 | | to operate as a community school. A plan to operate as a community |
---|
17 | 17 | | school must include, in addition to the other requirements of this |
---|
18 | 18 | | subchapter, strategies and programs to coordinate academic, |
---|
19 | 19 | | social, and health services and reduce barriers to learning through |
---|
20 | 20 | | partnerships and service coordination. |
---|
21 | 21 | | (b) Programs and services offered by a campus operating as a |
---|
22 | 22 | | community school under a campus turnaround plan may include: |
---|
23 | 23 | | (1) early childhood education; |
---|
24 | 24 | | (2) after-school and summer school academic and |
---|
25 | 25 | | enrichment programs; |
---|
26 | 26 | | (3) college and career preparation; |
---|
27 | 27 | | (4) service learning opportunities, such as |
---|
28 | 28 | | internships and community service programs; |
---|
29 | 29 | | (5) leadership and mentoring programs; |
---|
30 | 30 | | (6) activities to encourage community and parent |
---|
31 | 31 | | engagement in students' education; |
---|
32 | 32 | | (7) health and social services for students and their |
---|
33 | 33 | | families; and |
---|
34 | 34 | | (8) parenting classes. |
---|
35 | 35 | | (c) A campus that elects to operate as a community school |
---|
36 | 36 | | under a campus turnaround plan must: |
---|
37 | 37 | | (1) establish a school community partnership team, |
---|
38 | 38 | | composed of the members required for a campus-level planning and |
---|
39 | 39 | | decision-making committee under Section 11.251 and additional |
---|
40 | 40 | | community representatives, to coordinate with the campus |
---|
41 | 41 | | intervention team for the campus; |
---|
42 | 42 | | (2) establish a partnership with a lead organization |
---|
43 | 43 | | that has experience in developing and implementing a community |
---|
44 | 44 | | school plan; |
---|
45 | 45 | | (3) designate a school district employee or an |
---|
46 | 46 | | employee of an organization with experience in developing and |
---|
47 | 47 | | implementing a community school plan as the community school |
---|
48 | 48 | | coordinator for the campus, whose duties must include the |
---|
49 | 49 | | recruitment and coordination of services from community partners; |
---|
50 | 50 | | (4) develop a community school plan that satisfies the |
---|
51 | 51 | | requirements for a campus improvement plan under Section 11.253; |
---|
52 | 52 | | and |
---|
53 | 53 | | (5) obtain approval for the community school plan |
---|
54 | 54 | | from: |
---|
55 | 55 | | (A) at least 75 percent of campus faculty and |
---|
56 | 56 | | staff and 75 percent of parents of students enrolled at the campus; |
---|
57 | 57 | | and |
---|
58 | 58 | | (B) the board of trustees of the school district |
---|
59 | 59 | | in which the campus is located. |
---|
60 | 60 | | SECTION 2. Section 39A.107, Education Code, is amended by |
---|
61 | 61 | | adding Subsection (d) to read as follows: |
---|
62 | 62 | | (d) Notwithstanding Subsection (c), the commissioner may |
---|
63 | 63 | | not order the closure of a campus under this section without giving |
---|
64 | 64 | | the campus the opportunity to operate as a community school under a |
---|
65 | 65 | | campus turnaround plan as provided by Section 39A.1011 and at least |
---|
66 | 66 | | two years to implement the campus's community school plan. |
---|
67 | 67 | | SECTION 3. Section 39A.111, Education Code, is amended to |
---|
68 | 68 | | read as follows: |
---|
69 | 69 | | Sec. 39A.111. CONTINUED UNACCEPTABLE PERFORMANCE RATING. |
---|
70 | 70 | | (a) If a campus is considered to have an unacceptable performance |
---|
71 | 71 | | rating for five consecutive school years, the commissioner, subject |
---|
72 | 72 | | to Section 39A.112, shall order: |
---|
73 | 73 | | (1) appointment of a board of managers to govern the |
---|
74 | 74 | | school district as provided by Section 39A.202; or |
---|
75 | 75 | | (2) closure of the campus. |
---|
76 | 76 | | (b) Notwithstanding Subsection (a), the commissioner may |
---|
77 | 77 | | not order the closure of a campus under this section without giving |
---|
78 | 78 | | the campus the opportunity to operate as a community school under a |
---|
79 | 79 | | campus turnaround plan as provided by Section 39A.1011 and at least |
---|
80 | 80 | | two years to implement the campus's community school plan. |
---|
81 | 81 | | SECTION 4. This Act takes effect immediately if it receives |
---|
82 | 82 | | a vote of two-thirds of all the members elected to each house, as |
---|
83 | 83 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
84 | 84 | | Act does not receive the vote necessary for immediate effect, this |
---|
85 | 85 | | Act takes effect September 1, 2025. |
