77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a public school campus's election under a campus
1010 turnaround plan to operate as a community school.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter C, Chapter 39A, Education Code, is
1313 amended by adding Section 39A.1011 to read as follows:
1414 Sec. 39A.1011. CAMPUS TURNAROUND PLAN TO OPERATE AS
1515 COMMUNITY SCHOOL. (a) A campus turnaround plan may permit a campus
1616 to operate as a community school. A plan to operate as a community
1717 school must include, in addition to the other requirements of this
1818 subchapter, strategies and programs to coordinate academic,
1919 social, and health services and reduce barriers to learning through
2020 partnerships and service coordination.
2121 (b) Programs and services offered by a campus operating as a
2222 community school under a campus turnaround plan may include:
2323 (1) early childhood education;
2424 (2) after-school and summer school academic and
2525 enrichment programs;
2626 (3) college and career preparation;
2727 (4) service learning opportunities, such as
2828 internships and community service programs;
2929 (5) leadership and mentoring programs;
3030 (6) activities to encourage community and parent
3131 engagement in students' education;
3232 (7) health and social services for students and their
3333 families; and
3434 (8) parenting classes.
3535 (c) A campus that elects to operate as a community school
3636 under a campus turnaround plan must:
3737 (1) establish a school community partnership team,
3838 composed of the members required for a campus-level planning and
3939 decision-making committee under Section 11.251 and additional
4040 community representatives, to coordinate with the campus
4141 intervention team for the campus;
4242 (2) establish a partnership with a lead organization
4343 that has experience in developing and implementing a community
4444 school plan;
4545 (3) designate a school district employee or an
4646 employee of an organization with experience in developing and
4747 implementing a community school plan as the community school
4848 coordinator for the campus, whose duties must include the
4949 recruitment and coordination of services from community partners;
5050 (4) develop a community school plan that satisfies the
5151 requirements for a campus improvement plan under Section 11.253;
5252 and
5353 (5) obtain approval for the community school plan
5454 from:
5555 (A) at least 75 percent of campus faculty and
5656 staff and 75 percent of parents of students enrolled at the campus;
5757 and
5858 (B) the board of trustees of the school district
5959 in which the campus is located.
6060 SECTION 2. Section 39A.107, Education Code, is amended by
6161 adding Subsection (d) to read as follows:
6262 (d) Notwithstanding Subsection (c), the commissioner may
6363 not order the closure of a campus under this section without giving
6464 the campus the opportunity to operate as a community school under a
6565 campus turnaround plan as provided by Section 39A.1011 and at least
6666 two years to implement the campus's community school plan.
6767 SECTION 3. Section 39A.111, Education Code, is amended to
6868 read as follows:
6969 Sec. 39A.111. CONTINUED UNACCEPTABLE PERFORMANCE RATING.
7070 (a) If a campus is considered to have an unacceptable performance
7171 rating for five consecutive school years, the commissioner, subject
7272 to Section 39A.112, shall order:
7373 (1) appointment of a board of managers to govern the
7474 school district as provided by Section 39A.202; or
7575 (2) closure of the campus.
7676 (b) Notwithstanding Subsection (a), the commissioner may
7777 not order the closure of a campus under this section without giving
7878 the campus the opportunity to operate as a community school under a
7979 campus turnaround plan as provided by Section 39A.1011 and at least
8080 two years to implement the campus's community school plan.
8181 SECTION 4. This Act takes effect immediately if it receives
8282 a vote of two-thirds of all the members elected to each house, as
8383 provided by Section 39, Article III, Texas Constitution. If this
8484 Act does not receive the vote necessary for immediate effect, this
8585 Act takes effect September 1, 2025.
