| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. The heading to Section 18.012, Election Code, is |
|---|
| 13 | 13 | | amended to read as follows: |

| 14 | 14 | | Sec. 18.012. REQUIREMENTS FOR [SECRETARY OF STATE TO |

| 15 | 15 | | APPROVE] COMPUTER SERVICES CONTRACTS. |

| 16 | 16 | | SECTION 2. Section 18.012, Election Code, is amended by |

| 17 | 17 | | amending Subsection (a) and adding Subsection (d) to read as |
|---|
| 18 | 18 | | follows: |
|---|
| 19 | 19 | | (a) A county may not contract with a computer service |
|---|
| 20 | 20 | | company or other private business entity for services related to |
|---|
| 21 | 21 | | the lists required under this subchapter [unless the programs, |
|---|
| 22 | 22 | | equipment, or other materials to be covered by the contract are |
|---|
| 23 | 23 | | approved by the secretary of state. The secretary may rescind |
|---|
| 24 | 24 | | approval of the programs, equipment, or other materials at any |
|---|
| 25 | 25 | | time, and on that action the contract is nullified to the extent |
|---|
| 26 | 26 | | that it depends on the disapproved items]. |
|---|
| 27 | 27 | | (d) A county shall contract with the secretary of state to |
|---|
| 28 | 28 | | use the statewide computerized voter registration list developed |
|---|
| 29 | 29 | | under Subchapter C for services related to the lists required under |
|---|
| 30 | 30 | | this subchapter. |

| 31 | 31 | | SECTION 3. Sections 18.012(b) and (c), Election Code, are |
|---|
| 32 | 32 | | repealed. |
|---|
| 33 | 33 | | SECTION 4. The change in law made by this Act applies only |
|---|
| 34 | 34 | | to a contract entered into on or after the effective date of this |
|---|
| 35 | 35 | | Act. A contract entered into before the effective date of this Act |
|---|
| 36 | 36 | | is governed by the law in effect on the date the contract was |
|---|
| 37 | 37 | | entered into, and the former law is continued in effect for that |
|---|
| 38 | 38 | | purpose. |
|---|
| 39 | 39 | | SECTION 5. This Act takes effect September 1, 2025. |
