| 10 | 10 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 11 | 11 | SECTION 1. Section 36.110(a), Insurance Code, is amended to | |
| 12 | 12 | read as follows: | |
| 13 | 13 | (a) The commissioner shall develop and implement a policy to | |
| 14 | 14 | [encourage the use of]: | |
| 15 | 15 | (1) require the use of negotiated rulemaking | |
| 16 | 16 | procedures under Chapter 2008, Government Code, for the adoption of | |
| 17 | 17 | department rules; and | |
| 18 | 18 | (2) encourage the use of appropriate alternative | |
| 19 | 19 | dispute resolution procedures under Chapter 2009, Government Code, | |
| 20 | 20 | to assist in the resolution of internal and external disputes under | |
| 21 | 21 | the department's jurisdiction. | |
| 22 | 22 | SECTION 2. The commissioner of insurance shall adopt rules | |
| 23 | 23 | required by Section 36.110, Insurance Code, as amended by this Act, | |
| 24 | 24 | not later than January 1, 2026. | |
| 25 | 25 | SECTION 3. This Act takes effect September 1, 2025. |
