| 10 | 13 | | SECTION 1. The heading to Section 551A.031, Transportation |

| 14 | 17 | | SECTION 2. Section 551A.031(a), Transportation Code, is |

| 16 | 19 | | (a) A person may not operate an off-highway vehicle on land |

| 17 | 20 | | owned or leased by the state or a political subdivision of the state |
|---|
| 18 | 21 | | that is not open to vehicular traffic unless: |

| 19 | 22 | | (1) the land is public off-highway vehicle land or a |
|---|
| 20 | 23 | | beach; and |
|---|
| 21 | 24 | | (2) the operation is in compliance with: |

| 22 | 25 | | (A) this chapter; and |
|---|
| 23 | 26 | | (B) Chapter 29, Parks and Wildlife Code. |

| 24 | 27 | | SECTION 3. The following provisions of Chapter 551A, |
