88 AN ACT
99 relating to a study by the Texas Education Agency and Texas Higher
1010 Education Coordinating Board regarding standardizing transcripts
1111 for public schools.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter B, Chapter 28, Education Code, is
1414 amended by adding Section 28.030 to read as follows:
1515 Sec. 28.030. STUDY ON STANDARDIZING TRANSCRIPTS. (a) In
1616 this section:
1717 (1) "Coordinating board" means the Texas Higher
1818 Education Coordinating Board.
1919 (2) "Institution of higher education" has the meaning
2020 assigned by Section 61.003.
2121 (b) The agency, in conjunction with the coordinating board,
2222 shall conduct a study regarding standardizing student transcripts
2323 in public schools. The study must:
2424 (1) determine the feasibility of establishing a
2525 standardized transcript format to be used by public schools
2626 statewide to facilitate faster and more accurate transmission of
2727 transcripts to institutions of higher education; and
2828 (2) analyze issues affecting transmission of
2929 transcripts to institutions of higher education, including
3030 identifying:
3131 (A) any variance in processing time between
3232 public and private school transcripts, the likely causes for those
3333 variances, and possible solutions for those variances;
3434 (B) errors in transmission relating to use of the
3535 National Student Clearinghouse's SPEEDE server and the impact of
3636 those errors on students seeking to transmit transcripts to
3737 institutions of higher education; and
3838 (C) issues with the use of the Texas Records
3939 Exchange (TREx) system to transmit student transcripts to
4040 institutions of higher education.
4141 (c) Not later than September 1, 2026, the agency and
4242 coordinating board shall submit to the legislature a report on the
4343 results of the study and any recommendations for legislative or
4444 other action.
4545 (d) This section expires September 1, 2027.
4646 SECTION 2. This Act takes effect immediately if it receives
4747 a vote of two-thirds of all the members elected to each house, as
4848 provided by Section 39, Article III, Texas Constitution. If this
4949 Act does not receive the vote necessary for immediate effect, this
5050 Act takes effect September 1, 2025.
