| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 13 | 13 | | SECTION 1. Subchapter B, Chapter 28, Education Code, is |
|---|
| 14 | 14 | | amended by adding Section 28.030 to read as follows: |
|---|
| 15 | 15 | | Sec. 28.030. STUDY ON STANDARDIZING TRANSCRIPTS. (a) In |
|---|
| 16 | 16 | | this section: |
|---|
| 17 | 17 | | (1) "Coordinating board" means the Texas Higher |
|---|
| 18 | 18 | | Education Coordinating Board. |
|---|
| 19 | 19 | | (2) "Institution of higher education" has the meaning |
|---|
| 20 | 20 | | assigned by Section 61.003. |
|---|
| 21 | 21 | | (b) The agency, in conjunction with the coordinating board, |
|---|
| 22 | 22 | | shall conduct a study regarding standardizing student transcripts |
|---|
| 23 | 23 | | in public schools. The study must: |
|---|
| 24 | 24 | | (1) determine the feasibility of establishing a |
|---|
| 25 | 25 | | standardized transcript format to be used by public schools |
|---|
| 26 | 26 | | statewide to facilitate faster and more accurate transmission of |
|---|
| 27 | 27 | | transcripts to institutions of higher education; and |
|---|
| 28 | 28 | | (2) analyze issues affecting transmission of |
|---|
| 29 | 29 | | transcripts to institutions of higher education, including |
|---|
| 30 | 30 | | identifying: |
|---|
| 31 | 31 | | (A) any variance in processing time between |
|---|
| 32 | 32 | | public and private school transcripts, the likely causes for those |
|---|
| 33 | 33 | | variances, and possible solutions for those variances; |
|---|
| 34 | 34 | | (B) errors in transmission relating to use of the |
|---|
| 35 | 35 | | National Student Clearinghouse's SPEEDE server and the impact of |
|---|
| 36 | 36 | | those errors on students seeking to transmit transcripts to |
|---|
| 37 | 37 | | institutions of higher education; and |
|---|
| 38 | 38 | | (C) issues with the use of the Texas Records |
|---|
| 39 | 39 | | Exchange (TREx) system to transmit student transcripts to |
|---|
| 40 | 40 | | institutions of higher education. |
|---|
| 41 | 41 | | (c) Not later than September 1, 2026, the agency and |
|---|
| 42 | 42 | | coordinating board shall submit to the legislature a report on the |
|---|
| 43 | 43 | | results of the study and any recommendations for legislative or |
|---|
| 44 | 44 | | other action. |
|---|
| 45 | 45 | | (d) This section expires September 1, 2027. |
|---|
| 46 | 46 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 47 | 47 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 48 | 48 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 49 | 49 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 50 | 50 | | Act takes effect September 1, 2025. |
